We are seeking a strategic and experienced Manager, IT PMO to join our growing team. This is an exciting opportunity to take your PMO leadership experience to the next level, as we transform the way we deliver public safety communications services to the province of BC.

Reporting to the VP, Technology Services, you will play a critical role in overseeing the execution of IT projects, ensuring alignment with strategic objectives and the E-Comm Enterprise Project Management office.

You will lead a team of project managers and business analysts to collaborate with various stakeholders to deliver high-quality IT solutions that drive business success and technology resiliency.

Prior experience in defining, developing, and ensuring consistent project management standards and best practices across all IT projects will be essential for this role.

Working closely with our Enterprise PMO, you will be responsible for establishing robust IT project governance processes, including project charters, status reporting, issue / risk management, and change control procedures, liaising with a wide variety of internal and external stakeholders.

This position would suit a seasoned leader, who is passionate about promoting a culture of innovation and learning within the team, encouraging the adoption of new tools, techniques, and methodologies to improve project outcomes.

You will drive continuous improvement initiatives within the IT PMO, identifying opportunities to streamline processes, enhance productivity, and optimize resource utilization.

Key responsibilities in this role include :

Establishing the Technology Services Project Management Office (PMO), working within the broader Enterprise Project Management Office (EPMO) framework, processes and methodologies

  • In alignment with the Enterprise Project Management Office, ensuring a harmonized project management framework within the Technology Services Project Management Office (PMO)
  • Working closely with other Technology Services disciplines including Infrastructure Services, Application Services, Service Delivery, Solution Architecture, Service Desk on project resourcing, demand management and project delivery for all Technology Services projects
  • Establishing Technology Services specific project management best practices as required to ensure delivery of certain technology projects such as those related to lifecycle management and infrastructure
  • Leading program and / or project management teams in planning, organizing, directing, coordinating and implementing complex technology systems, innovation initiatives, programs and projects
  • Managing the Technology Services intake process in alignment with the Enterprise Project Management Office and balancing the demand from Technology Services lifecycle projects
  • Providing input into the development of Technology Services program governance and funding models; establishing program and / or project plans and defining scope, budget, schedule, deliverables, and project team responsibilities in collaboration with senior management and stakeholders
  • Creating business cases to secure Board approval and funding for Technology Services projects
  • Overseeing all Technology Services programs and projects including responsibility for high level, rolled up view of key project elements, such as scope, schedule, budget and resources and for mitigating risks at the portfolio level

WHAT YOU BRING :

  • Completion of a bachelor’s degree in Computer Science, Information Technology, Business Information Systems, Business Administration or a related field, or an equivalent combination of training and experience
  • 7-10 years’ experience managing technology infrastructure implementation or replacement projects, programs or portfolios
  • Minimum of 5 years of experience managing a Project Management Office in large complex organizations and thorough working knowledge of all areas of project, program and portfolio management
  • Minimum of 5 years’ experience leading diverse teams in an enterprise environment is essential
  • Experience establishing a PMO is an asset
  • Certification as a Project Management Professional (PMP) from the Project Management Institute or equivalent certification PRINCE2) is required
  • Certification as a Program Management Professional (PgMP) is an asset
  • Proficiency with ITIL V3 or higher, either through working experience and / or ITIL Certification
  • Knowledge and experience in developing and implementing technology program governance and funding models
  • Knowledge of wireless communications infrastructure and IP-based data networks would be beneficial
  • Ability to plan, organize and manage project development and to determine, prioritize and execute activities
  • Strong analytical, problem solving and decision-making skills with the ability to understand and assess stakeholder requirements, assess project data,
  • Strong verbal and written communication skills with the ability to effectively communicate with all levels of stakeholders internally and externally, with the ability to influence decision making and gain buy-in
  • Ability to establish and maintain effective working relationships with a wide variety of internal and external contacts, to consult and negotiate and to represent the organization in various meetings, strategy sessions and committees
  • Strong negotiation skills to effectively negotiate and prioritize competing demands including resource allocation, schedules and internal and external client project priority

SECURITY REQUIREMENTS :

As a condition of employment at E-Comm, the required Police Security Clearance applicable to the position must be acquired and maintained.

This is a process carried out by our law enforcement partner agencies, facilitated by E-Comm. The minimum residency in Canada to qualify for this position, as established by our law enforcement partner agencies, is 5 years.
