Job description

The Opportunity

The Human Resources Generalist provides comprehensive Human Resources (support across the full employee lifecycle within a unionized, public-sector environment. Partnering with operational and Human Resources leaders, the role supports, learning and development, performance management, recruitment and retention, compensation, labour relations, and Human Resources operations while ensuring consistent application of the collective agreement, Terms of Employment Governing Management / PSP, employment legislation, and organizational policies. Serving as a trusted advisor to managers and employees, the Generalist promotes inclusive and equitable workplace practices, ensures legal compliance, triages and resolves Human Resources matters, supports training and recruitment processes, and contributes to positive labour-management relationships and overall organizational effectiveness.

Roles and Responsibilities

Reporting to Director, Human Resources, below are some key accountabilities :

Learning, Development and Retention

Under the direction of the Director, Human Resources, the Human Resources Generalist supports the design, delivery, and continuous improvement of employee development and retention initiatives. The role develops and facilitates training programs, onboarding for management and professional staff, and targeted learning sessions such as Lunch and Learn events.

The Generalist identifies organizational training needs through analysis of turnover data, performance trends, and employee feedback, and contributes to development planning to enhance skills and engagement. The role assists in employee engagement initiatives and organization-wide staff events, ensuring they align with retention objectives and support a positive workplace culture.

Employee Relations, Compensation & Organizational Support

Under the functional direction of the Manager, Employee Relations and Compensation, the Generalist contributes to compensation administration, salary survey preparation, staffing plan maintenance, job evaluation committee activities, and statistical analysis related to employee relations and collective bargaining preparation. The role gathers and analyzes workforce data, maintains organizational charts and employment documentation, and ensures adherence to privacy legislation and record management standards.

The Human Resources Generalist supports organizational leaders in managing employee performance and corrective actions, ensuring compliance with the progressive discipline process. The role assists with grievance meetings, including preparation, facilitation, and correspondence and may execute terminations or third-party agreements as approved by the Manager, Employee Relations and Compensation, Director, Human Resources or Vice President, Talent Management and Culture.

Talent Acquisition

Under the functional direction of the Manager, Talent Acquisition, the Human Resources Generalist provides support to the full-cycle recruitment process for assigned portfolios, including hourly, salaried support staff, and designated management roles, primarily during periods of high recruitment volume.

In these peak times, the Generalist partners with hiring leaders to assist with intake consultations, prepare job postings, screen applicants, conduct pre-interviews and reference checks, participate in or support interviews, and prepare employment offers and contracts. The role ensures compliance with the collective agreement and the Terms of Employment Governing Management and Program Supervisory and Professional Employees.

Departmental Leadership & Operational Oversight

The Human Resources Generalist operates at a professional level, providing coordination across HR functions, supporting policy updates and communications, and ensuring operational continuity during peak periods or organizational change. The role maintains oversight of critical HR records and processes, ensuring accuracy, compliance, and alignment with public sector accountability standards.

Other

The HRG supports engagement surveys and action planning and participates in Human Resources projects and continuous improvement initiatives.

Qualifications and Educational Requirements

Degree in Human Resources, Business Administration or related field

3-5 years of progressive experience working in a human resource environment.

CPHR designation (or working towards) preferred

Strong Knowledge of employment legislation and HR best practices

Experience working in a unionized environment is preferred

Strong interpersonal and communication skills

Sound judgment and problem solving ability

Ability to manage multiple priorities and maintain confidentiality

High level of integrity and professionalism

Collaborative and service-oriented mindset, sharing knowledge and fostering a positive inclusive and high-performing team environment

Have good communication and organizational skills.

Proficient computer skills in Excel, Word, Outlook and SharePoint

Act with professionalism and ensure prompt attention to inquiries and requests.

A second language, preferably French, would be an asset.

A clear criminal record.

Employment Terms and Benefits

In accordance with the Terms of Employment Governing Management / PSP employees, this is a salaried, full-time position, subject to a 6-month probationary period.

The salary range for this position is $59,495.00 - $88,346.00 based on experience.

The successful candidate will enjoy twenty paid vacation days and four personal days annually, extended medical and dental benefits, and participation in an employer-matched pension plan.
