Role Summary :

The Solutions Designer will design and implement hosting technology solutions based on client specifications, standards, and best practices to meet application business requirements and deliver project objectives. The role involves developing advanced solutions utilizing data linking technologies, searching algorithms, and modern frameworks to support critical business functions.

Key Responsibilities :

Design hosting solutions aligned with organizational standards, policies, and cost models.
Maintain and enhance client-developed data linking technology to enable analysis of transitions between secondary and postsecondary institutions.
Implement data linking and searching algorithms, including Probabilistic Matching, Jaro Winkler, Smith Waterman, and Edit Distance Functions.
Collaborate with stakeholders to gather business requirements and translate them into effective solutions.
Develop secure, accessible, and responsive web applications adhering to WCAG AA 2.0 standards.
Configure and integrate solutions with identity providers such as Azure Active Directory, supporting authentication standards like SAML and OAuth.
Utilize modern DevOps practices, including CI / CD pipelines and source control management.
Design full-stack solutions, from the presentation layer to data tiers, ensuring seamless integration with 3rd-party APIs and Commercial Off-The-Shelf (COTS) products.
Document system design and produce technical specifications and architectural artifacts.

Required Skills and Experience :

Core Technical Skills (45%) :

Advanced experience with web application development using JavaScript frameworks (e.g., Angular) and UI / UX methodologies (e.g., Material Design).

Expertise in building solutions with Data Linking and searching algorithms such as Probabilistic Matching, Jaro Winkler, and Smith Waterman.

Proficiency in managing source control systems (e.g., Azure DevOps) and implementing CI / CD processes.

Extensive full-stack development experience, with a focus on systems supporting data reporting and analytics .

Experience with web API integrations and systems interoperability.

Other Technical Skills (40%) :

Proficiency in Microsoft Azure services, including PaaS / SaaS (Azure App Service, Azure SQL Database, Azure Data Factory).

Familiarity with geocoding techniques and tools.

Knowledge of operating systems configuration and administration, including Windows and Linux .

General Skills (10%) :

Strong analytical and problem-solving skills to assess client needs and develop cost-effective solutions.

Excellent written and verbal communication skills with the ability to collaborate effectively across teams.

Demonstrated capacity to lead initiatives from concept to implementation.

Knowledge of project management methodologies such as PMBOK .

Public Sector Experience (5%) :

Previous experience working in public sector organizations of similar size and complexity is an asset.

Must-Haves :

Expertise in Data Linking algorithms, including Probabilistic Matching and Edit Distance Functions.

Experience in developing web applications that comply with WCAG AA 2.0 accessibility standards.

Extensive full-stack development experience, including data analytics and reporting systems .

Experience with authentication and authorization standards (SAML, OAuth) and identity providers like Azure Active Directory.
