Job Description

The House of Commons Finance Services is seeking to staff the Officer, Procurement position on an indeterminate basis and to establish a pool of qualified candidates for potential future opportunities.

The Officer, Procurement is responsible for carrying out all aspects of procurement services, including the acquisition of specialized goods and services according to all House of Commons policies, while providing guidance, advice, and support to ensure that the process is effective, expeditious and ethical, and provides the best possible value for the House.

Qualifications

Education :

  • Graduation from a post-secondary institution in a field relevant to the duties of the position OR an acceptable combination of relevant education, work experience and training.
  • Experience :

  • Experience in applying the competitive procurement process, as well as preparing statements of requirements and specifications;
  • Experience in drafting bid solicitation documents, managing the bidding process, analyzing bids and proposals;
  • Experience in negotiating and preparing framework agreements, administrating framework agreements, resolving disputes, and recording transactions and agreements;
  • Experience in providing advice on procurement or contracting policies, practices or procedures;
  • Experience in supporting clients in the procurement process, including meeting facilitation, knowledge transfer, policy and procedure interpretation, and problem solving.
