The City of Owen Sound is seeking a strategic and experienced professional to serve as Manager of Corporate Services. Reporting to the Director of Corporate Services, this role integrates people, space, processes, and technology to support internal departments and ensure effective delivery of City services. This position is being posted for an existing vacancy.
The Manager oversees the lifecycle of City facilities, supervises the corporate asset management and fleet management programs, manages procurement and purchasing processes, and directs the City’s risk management and insurance program. This multi‑disciplinary leadership role plays a critical part in supporting operational excellence, financial stewardship, and safe, sustainable municipal service delivery.
What You’ll Do
Facilities Management
- Oversee construction, renovation, renewal, and maintenance projects for City‑owned facilities.
- Administer preventative maintenance programs to support building reliability, safety, and lifecycle performance.
- Manage facility capital planning, budgeting, work plans, and contractor coordination.
- Ensure safe, healthy environments for staff, tenants, and the public.
Asset Management
- Supervise the development and continuous improvement of the City’s corporate asset management program.
- Establish and implement policies, standards, and data collection processes to support long‑term planning and lifecycle decision‑making.
- Direct the development of multi‑year capital plans and present updates to Council.
Fleet Management
- Oversee corporate fleet strategy, lifecycle planning, procurement, and the City’s lease program.
- Monitor fleet reserve budgets and ensure compliance with legislation and CVOR requirements.
- Lead initiatives to improve efficiency and support GHG reduction goals.
Purchasing & Procurement
- Ensure compliance with the Purchasing By‑law and lead fair, transparent procurement processes.
- Develop procurement strategies, policies, and contract management practices.
- Support departments with purchasing advice, policy interpretation, and sourcing strategies.
Risk Management
- Oversee the City’s insurance and risk management program, ensuring appropriate coverage and effective claims administration.
- Identify and mitigate corporate risks, review contracts for risk exposure, and recommend policy updates.
Leadership & Collaboration
- Provide leadership to teams across Asset Management, GIS, Purchasing, Risk Management, and Facilities.
- Prepare reports for senior leadership and Council and support cross‑departmental initiatives.
- Build strong internal and external relationships and ensure compliance with health & safety legislation.
What We’re Looking For
Education & Experience
- Degree in Business Administration, Facility Management, Construction Management, or related field.
- Eligibility for or possession of Certified Facility Manager and/or NIGP‑CPP designations (assets).
- Five (5) years of progressive experience managing or supporting internal services, preferably in a municipal environment.
Skills & Competencies
- Strong knowledge of municipal operations, facilities, asset management, and purchasing practices.
- Understanding of applicable legislation including OHSA, Building/Fire Codes, AODA, TSSA, and related standards.
- Excellent leadership, communication, strategic planning, and analytical skills.
- Ability to manage multiple priorities, build teams, and lead cross‑functional initiatives.
- Proficiency with Microsoft Office and relevant systems (e.g., GIS, Bids & Tenders, CMMS).
Other Requirements
- Ability to work evenings or weekends as required for meetings or emergent issues.
- Valid G‑Class driver’s licence and access to a reliable vehicle.
- Ability to maintain confidentiality and exercise sound judgment.
- Ability to adapt to change and work independently or as part of a team.
Compensation & Benefits
- Wage: $102,265– $124,706 annually
- Benefits: Comprehensive employer-paid Extended Health & Dental plan, and OMERS defined benefit pension plan.
