The Role :
As Quartech Justice expands the Case Management System (Q-CMS) throughout the United States, we are looking for a multi-faceted, process driven Implementation Lead who specializes in product implementations. This role is highly client-oriented and sits within our consulting environment, supporting the successful delivery of Q-CMS implementations for public-sector clients.
The ideal candidate will have experience collaborating closely with Business / Functional Analysts and Technical Developers and will focus on managing scope, effort, and project budget while interfacing directly with clients and Quartech Senior Executives. Experience working with public-sector organizations is considered an asset.
The Project Manager will lead project implementations, transformation activities, support deployments, and play a key role in driving client adoption of the Q-CMS solution. This role also requires people to become deeply familiar with the product to support demonstrations and other business development activities as needed.
This is a full-time, permanent position. Please note that the role requires flexibility, as you will be working on projects across multiple U.S. time zones. Our resources must be able to work in alignment with our clients’ time zones.

In This Role, Your Key Responsibilities Will Include :
- Create detailed project schedules using MS Project or equivalent and manage the projects according to the project schedule.
- Deliver projects in alignment with PMI principles and processes.
- Manage project scope, timelines, budgets, and quality alignment with client expectations and industry best practices.
- Provide strategic direction and leadership for client relationships and oversee the design, development, implementation, and delivery of Q-CMS technology projects.
- Lead projects of varying complexity, including overseeing multiple workstreams across several client implementations.
- Create and maintain core project management deliverables such as the Project Plan, Release Plan, Roadmap, Risks, Issues and Decision Logs, Change Requests, Status Reports, and Lessons Learned.
- Identify stakeholders and develop a Stakeholder Management Plan, ensuring appropriate engagement throughout the project lifecycle.
- Communicate project status, risks, issues, and budget to governance teams and key client stakeholders.
- Identify, manage, and mitigate project risks through the creation and ongoing management of a comprehensive Risk Management Plan.
- Lead and mentor cross-functional project teams, including assigning work, guiding team members, and managing resource allocation.
- Measure project performance, take proactive action to maintain project health, and ensure successful delivery outcomes.
- Effectively manage project escalations, resolve issues, and guide corrective actions when needed.
- Ensure adherence to Quartech’s delivery standards, processes, and client requirements across all Q-CMS implementation activities.
To Be Successful in This Role, You Will Need :
University degree or diploma in Computer Science, Business Administration, or a related field.5+ years of experience as a Project Manager delivering technology projects.5+ years of recent experience delivering IT solutions in a consulting or client-facing environment.3+ years of experience leading implementation projects, ideally involving SaaS, enterprise platforms, or case management solutions.3+ years of experience managing project teams of 3+ members.Strong experience managing clients and stakeholders within a consulting environment.Demonstrated consulting expertise with the ability to educate and support clients through successful product adoption.Experience working with public-sector organizations is considered an asset.Project Management certifications are considered strong assets.Exceptional stakeholder and vendor management skills.Excellent interpersonal, communication, and relationship-building abilities.Our Values :
