Lead Cost Controller – Major Capital Project (Contract Role)
Role Overview
The Lead Cost Controller is responsible for establishing, managing, and governing all project cost control activities on a major capital project. This role provides end-to-end cost control leadership across estimating, budgeting, forecasting, change management, and contractor invoicing, ensuring financial accuracy, transparency, and compliance throughout the project lifecycle.
You will lead project cost control resources and work closely with project management, finance, contractors, and commercial teams to support effective cost decision-making from early definition through execution.
Key Responsibilities
- Establish and maintain the project cost control framework, including cost databases, WBS, cost logs, registers, and reporting systems
- Develop and manage the Control Budget based on the approved Final Cost Estimate
- Produce phased cost forecasts using Value of Work Done (VOWD) and monitor variances against budget and actuals
- Implement cost control systems early to ensure full functionality at the start of execution
- Manage commitments, accruals, and actual cost tracking in alignment with Finance and Accounting
- Validate contractor cost data for accuracy, compliance, and contractual requirements
- Review and verify contractor invoices to ensure compliance with contract terms and delegation of authority
- Maintain invoice, commitment, and change registers with full audit traceability
- Support Management of Change by tracking cost impacts, rework, and forecast adjustments by project phase
- Prepare cost stage-gate deliverables and regular cost reports for project leadership
- Build strong working relationships across project, commercial, finance, and contractor teams
Required Experience & Skills
15+ years of experience in project cost control on large capital or infrastructure projectsStrong background in cost estimating, forecasting, budgeting, and change managementProven experience managing contractor costs, commitments, and invoicingAdvanced understanding of WBS structures, cost databases, and project controls systemsHighly detail-oriented, proactive, and able to manage multiple priorities in a fast-paced environmentStrong communication skills and ability to work across multidisciplinary project teamsQualifications
Degree in Commerce, Finance, Engineering, or related disciplinePost-graduate qualifications or equivalent experience in cost control, estimating, or project controls preferredHealth, Safety & Environment
