Royal Victoria Regional Health Centre (RVH) is seeking an individual with a passion for healthcare planning, a high level of technical standards and a commitment to excellence to work with our Capital Planning and Redevelopment team.
Reporting to the Director of Capital Planning and Redevelopment, as a Planning Lead you will get to bring your experience to the table and work directly with clinical stakeholders and hospital leadership to shape how projects and designed and built.
As a Planning Lead you will be required to manage multiple assigned projects concurrently from the early planning phases through design to construction and occupancy.
These projects include Ontario Ministry of Health (MOH) funded Capital Projects, Own Funds Capital projects, and minor moves and renovations.
Planning Leads have the following responsibilities :
Project Initiation Initiate discussions of project goals and objectives to understand scope of design and construction required, and to identify required resources and risk mitigation strategies.
Meet with departmental directors and managers to determine which areas of clinical and building operations will be impacted by the proposed project and links to other current initiatives within the organization and the region.
Analyze and the information gathered through technical assessments and engagement activities to prepare documentation for briefing of SLT, presentations to Space Planning Committee, and procurement documentation.
Project Planning Lead the development of capital cost plans (budgets), timelines for planning, design, construction and fit-out.
Lead the Ministry of Health Capital Investment Branch Capital Planning Framework Submission process, and other Ministry of Health documentation requests, to ensure accuracy and specific technical documentation requirements are met.
Lead the process of procuring equipment and contractors, with comprehensive knowledge of the Ontario Broader Public Sector procurement requirements.
Identify the applicable guidelines, regulations and codes for the project and ensure the planning includes consideration for all project requirements.
Project Execution Review and comment on design presentations, working drawings and specifications for completeness and accuracy with respect to RVH Project needs and best practice standards.
Prepare sketches and written documents to confirm stakeholder requirements, and convey these requirements to the outside design professionals.
Represent RVH in the construction administration process to ensure required municipal permits are obtained, and all contract changes and progress applications meet the legal requirements of the Construction and Contract and the Ontario Construction Act Actively engage on-site, as the owners' representative, with trades and contractors to review site conditions and ensure work is completed as per the project documentation and contractual requirements, and exhibit sound judgement to help adjudicate changes needed
As a qualified candidate you will have the following job requirements :
Education
An accredited degree or diploma specific to Architecture, Engineering, Construction, or Project Management
Experience
- 5 years of working on the design and / or implementation of construction projects
- 3 years of working in leading the process to plan and manage large capital construction projects, including the practical application of procurement methods for design and construction services ranging in size
- 2 years practical experience managing and mitigating risks in new construction and renovations with acute healthcare settings.
Competencies
- Demonstrated ability to plan and manage large capital projects
- Understanding of risk management and mitigation in healthcare construction projects
- Demonstrated knowledge and practical application of procurement methods for design and construction services ranging in size
- Working knowledge of construction documentation, and ability to coordinate plans between various trades and disciplines
- Knowledge of Microsoft Excel, Word and Project are essential
- Knowledge of a PDF editing software (e.g. Bluebeam of Adobe Acrobat Pro) is essential
- Knowledge of AutoCAD is an asset
- Knowledge of computer maintenance management systems is an asset
