The Opportunity
Headquartered in Toronto, the Building Ontario Fund (BOF) is a new independent, board-governed agency that will facilitate investment by trusted institutional investors in critically needed large-scale infrastructure projects within the province.
The agency’s mandate is to invest in, and seek to attract investment from, qualified institutional investors, public sector entities, governments, and Indigenous communities in Ontario infrastructure projects that will generate revenue and are in the public’s interest. BOF will do this by :
- Investing in infrastructure and appropriately allocating risks amongst the Corporation and other investors.
- Structuring proposals and negotiating agreements with investors in infrastructure projects.
- Receiving and assessing unsolicited ideas and proposals for infrastructure.
- Providing advisory services with respect to financing infrastructure projects.
Reporting to the Chief Financial Officer, the Head, Financial Planning & Analysis will be responsible for :
Managing the delivery of Financial Planning and Analysis services, ensuring consistency with overall Finance department performance measures, standards, and best practices and integration with overall Building Ontario Fund (BOF) directions.Supporting BOF leadership in formulating strategy and developing tactics and providing leadership in executing programs or services to deliver on strategy and tactics.Leading the preparation of the annual budget, forecasts, and long-term financial plans, ensuring alignment with the Finance Department performance measures, standards, and best practices.Providing expert financial advice to BOF executives and management, including setting and monitoring financial targets.Preparing executive-level reports, including monthly, quarterly, and annual financial results, forecasts, and variance analyses for the management team.Monitoring business unit financial performance, identifying risks and opportunities and developing action plans.Creating reports for external stakeholders as required.Identifying financial risks to the overall BOF budget and mandate, providing expertise to the Chief Financial Officer (CFO) and other executives to mitigate risks effectively.Implementing and maintaining financial planning and analysis systems and processes. Supporting ERP implementation, customization, and future enhancements.Performing in-depth financial analyses and developing financial models, dashboards, and visualizations using Power BI or similar tools.Completing ad hoc analyses and projects to support decision-making, offering recommendations based on sound problem-solving skills and a strong understanding of business implications.Establishing efficient, effective processes to ensure accuracy and quality.Building and maintaining strong relationships with internal and external stakeholders to drive collaboration and results.Supporting an environment and culture of service excellence that respects diversity, encourages teamwork, and contributes to a healthy, rewarding, and productive work environment.Accountable for hiring, orienting, and training staff, setting performance standards, conducting performance reviews, and managing employee relations matters.Managing and responding to ad hoc financial requests and special projects from senior leadership and other departments, ensuring timely and accurate delivery.This is a unique opportunity to be part of a start-up within the public sector.
Qualifications
A post-secondary degree in finance, accounting, or business, along with at least one of the following : CPA or CFA, OR a combination of education, training and experience deemed to be equivalent. MBA would be an asset.Minimum 10 years of experience in a similar role, including strong financial planning, reporting and financial modelling background.Previous experience with start-up organizations, including building a team, and setting up new systems, processes and procedures would be an asset.A supportive and hands-on leader with 4 or more years of people leadership experience, building high-performing teams in a highly collaborative cross-functional environment.Knowledge and Skills
Skills and ability to manage and champion change for a new organizational culture and vision.Strong knowledge of budgeting, forecasting, and financial planning processes, including integration with organizational strategic directions.Competence in managing ERP systems, financial reporting tools, and data visualization platforms.
