Contribute your policy development, program development and stakeholder engagement expertise towards implementing strategic projects and programs focused on transformation and climate resilience. This role will be a key leader in implementing strategies that modernize operations, drive environmental sustainability initiatives and support systems change.

This is an exciting opportunity for a systems thinker with a collaborative approach to policy development, who also has excellent research skills, exceptional communication skills and expertise in project management.

About the division

With the largest municipal fleet in Canada and one of the most complex fleets in North America, the City of Toronto relies on the Fleet Services Division to provide responsive, efficient fleet management services to City divisions, agencies and corporations that maximize safety and environmental sustainability.

What you'll do

As a Policy Development Officer your duties will include, but not be limited to :

Lead the development and implementation of policies, strategic projects and programs with a focus on sustainability.

Manage multiple, complex projects that drive action on strategic modernization and business transformation initiatives.

Create evaluation frameworks and carry out evaluation of policies and programs to ensure successful implementation and continuous improvement.

Engage and build collaborative relationships with stakeholders through a community development approach, including effective planning and facilitation of working groups, committees and advisory meetings.

Collaborate with key stakeholders internally, as well as client divisions, to understand operational requirements, and develop policies, frameworks and processes to meet identified needs

Lead and conduct research, working with qualitative and quantitative sources of data, and develop evidence-informed recommendations based on findings

Prepare Council reports, research reports, knowledge translation materials, briefing notes, presentations, policies, and program documentation

Potential to manage a small team of project management and policy development professionals, acting as a supportive supervisor focused on growth and mentorship

What you'll need to succeed in this role

Key qualifications :

Graduate level degree in a related discipline (e.g. social sciences, public policy / public administration) or an equivalent combination of education and experience.

Considerable project management experience, stewarding complex initiatives from inception through to implementation with minimal direction, while balancing internal and external stakeholder interests, and resolving conflicts.

Demonstratable experience in policy and program development, implementation and evaluation.

Experience applying a community development approach to stakeholder engagement, including strong facilitation skills

Strong knowledge of the following : applying an equity, diversity and inclusion lens; anti-racism and anti-oppression approaches; environmental resilience and sustainability.

Experience applying change management strategies to systems change initiatives

Demonstratable experience working with large data sets, as well as the ability to translate data for different audiences by developing visualizations and narratives

Exceptional leadership, negotiation and collaboration skills and the ability to coach and influence with and without direct authority.

Political acuity with an exceptional ability to handle sensitive and confidential situations with diplomacy.

Experience implementing climate resilience or sustainability policies, projects and / or programs is an asset.
