Intent of the process

A qualified pool of candidates will be established to staff positions across Canada. This pool of candidates may be used to staff positions with similar qualifications, with various language requirements, various conditions of employment and / or various tenures including term appointments, indeterminate appointments, acting appointments and / or assignments.

CFIA will prioritize its own staffing needs, before sharing the pool with other government departments.

ESSENTIAL EDUCATION (EEd)

EEd1 : Successful graduation from a post-secondary educational program in Computer Science (CS), Information Technology (IT), Information Management (IM) or other specialization relevant to the position to be staffed.

The screening board will accept, at a minimum, graduation from a two year post-secondary program.

Employees in the CS occupational group at the CFIA who do not possess the education level prescribed above are deemed to meet the education requirement based on their education, training and experience.

Note to Public Service Employees outside of the CFIA :

Employees in the CS occupational group on May 10, , who do not possess the education level prescribed above are deemed to meet the education requirement based on their education, training and experience.

Applicants submitting education credentials from a non-Canadian institution are responsible for obtaining certification that these credentials are the equivalent of the Canadian education level required for the position.

ESSENTIAL EXPERIENCE (EE)

EE1 : Minimum six months experience as an IM / IT professional, providing technical services in at least one of the following areas :

a)Application Development

b)IT Desktop Support or Help Desk Support

c)IT Service Management

d)Database Development or Database Administration

e)IT Security

f)IT Quality Assurance Services

g)Lifecycle Management Services

h)Information Management

EE2 : Experience providing IM / IT advice or guidance to customers, managers or clients.

Official languages proficiency will not be assessed for entry to the pool. Candidates entered in the pool will have an opportunity for assessment of their official languages proficiency if and when they are considered for an appointment.

ASSET EDUCATION (AEd)

AEd1 : A diploma from a 3-year program offered by a recognized post-secondary institution with specialization in computer science, computer engineering or any other field related to the position.

AEd2 : Bachelors degree from a recognized post-secondary institution in computer science, information technology, information management or other specialty relevant to the position to be staffed.

ASSET EXPERIENCE (AEx)

AEx1 : Experience in Information Management (Data and Records).

AEx2 : Experience supporting the development of technical standards.

AEx3 : Experience in data requirements analysis, and data modeling and / or data design.

AEx4 : Experience working on small IM / IT projects (less than 6 months in duration).

AEx5 : Experience using IBM Infosphere / Cognos or Microsoft Business Intelligence Software (Power BI).

AEx6 : Experience creating and validating database scripts.

AEx7 : Experience monitoring and optimizing cloud resource utilization.

AEx8 : Experience assisting in the operational development of Azure applications and services.

AEx9 : Experience in application testing (functional, integration or regression) and the creation of test cases and bugs.

AEx10 : Experience in writing OR running test automation.

AEx11 : Experience configuring and customizing Microsoft Dynamics (CRM).

AEx12 : Experience developing with C# in a .NET environment, using HTML, CSS and JavaScript.

AEx13 : Experience developing with WCF and / or REST API.

AEx14 : Experience working with InTune and / or MECM (Microsoft Endpoint Configuration Manager).

AEx15 : Experience supporting Videoconferencing and / or Audiovisual technologies in a collaborative environment.

AEx16 : Experience administering cloud environment; including deploying resources using ARM / BICEP templates and Azure pipelines, maintaining the cloud environment and troubleshooting issues.

AEx17 : Experience as an IM / IT professional providing technical service and support in an IT Service Management environment such as Service Request Management or Change Management or Problem Management or Knowledge Management or IT Asset Management or Incident Management or Enterprise Service Management.

AEx18 : Experience with PowerShell scripts.

AEx19 : Experience in cyber security operations.

AEx20 : Experience in providing IM / IT client support.

Conditions of employment

Reliability Status security clearance - or Secret security clearance - Applicants who have not lived in Canada for the past five (or ten, depending on security level) years may be required to submit a police certificate from each country in which they have lived for six months or more during this period, as well as other documentation required for the security screening process.

Failure to submit this documentation if requested will eliminate the application from further consideration.
