Senior Purchasing & Contract Specialist

  • Pay Rate :  (flexible)
  • Location : Toronto ON
  • Contract Length : 12 Months

Responsibilities :

  • Support division in negotiating and advising contract owner in development of -Contract Management plan -
  • Execution of required steps in the process to deliver new and existing contracts across technology group
  • Includes demand management, supplier agreement reviews, legal and procurement procedure and follow city procurement practices and policies -support negotiation of software , hardware and professional service agreements with contract owners
  • Develop and support key contract analytics across licensing , subscription , services and assets to support value based contract outcomes
  • Report to Team Lead – Contract Management
  • Qualifications :

  • Completion of a degree in business, commerce, finance and technology or a related discipline – or a combination of education, training and experience deemed equivalent.
  • 6-8 years of experience in procurement and sourcing, including leadership in the successful execution of large technology contracts.
  • Thorough knowledge of procurement and contracting principles and practical experience of procurement processes, methods, practices and contract administration in the Canadian government sector.
  • Directly related work experience in the procurement and administration of technology goods and services including Statements of Work.
  • Experience in the preparation of commercial documents for Request for Proposals (RFPs) / Request for Bids (RFBs), Negotiated Requests for Proposals (NRFPs), Requests for lnformation (RFls), Notices of Intent (NOls), pre-qualifications and contracts.
  • Work with the Clients, Partners and Team members and Suppliers / Vendors to facilitate Requests for Proposals, Request for Quotes and Invitations to Bid. Ability to operate strategically, manage complex problems, employ interactive and effective communications and foster collaborative relationships.
  • Strong analytical and financial modelling skills in software , subscription and cloud based contracts. Proven experience in delivering effective , efficient and value based outcomes through effective contract management
  • Deliverables

  • Contract Renewal and analysis
  • Required Contract Documentation from Contract owners with negotiated terms and pricing -Supporting analysis of key contract indicators (volume , price, terms and conditions, etc)
  • Total cost of ownership analysis
  • Offer sheets and financial documentation -Governance material -Mandatory audit requirements (ie : Utlizization , volume , asset management plan etc)
  • Review and summary of outcomes of contracts -Required procurement summaries
  • Support City staff reports on contracts requiring approvals.
