Job Description :
Reporting to the Director, People and Culture, the People and Culture Programs Specialist, will play a crucial role in supporting the planning, execution and implementation of various HR projects, programs and initiatives. The position requires exceptional organizational skills, understanding of core HR processes, attention to detail and the ability to work collaboratively across multiple teams to ensure successful project outcomes.
The incumbent will manage large, complex projects requiring change management, communications and stakeholder engagement. The role will require the ability to identify and mitigate risks, report to senior executives on status, and deal with project stakeholders and issues.
The incumbent will assist with the researching, planning, and implementation of Human Resource programs and initiatives including employee onboarding, employee engagement, flexible work, and other HR related initiatives within Human Resources. This includes project planning and executing stakeholder engagement sessions, gathering and compiling data, and structured reporting and evaluation.
The role involves overseeing and leading the HR Client Services Area, providing guidance and leadership to the Client Service Coordinator. Responsibilities include managing first-level inquiries related to recruitment, benefits, compensation, performance management, and other HR matters. Additionally, the position includes overseeing the hiring and management of student employees.
The incumbent will manage workload distribution, task assignment, and ensure efficient time management. They will also mentor and support student workers, fostering their professional development and ensuring adherence to HR policies and procedures. The incumbent will also provide coordination to the People and Culture Office activities including financial forecasting, tracking and variance reporting.
Required Qualifications
Education
Minimum of a 4-year Degree in Business Administration, Human Resources or a related field of education. Equivalent combination of relevant education and work experience may be accepted in place of formal education.
Certified Human Resources Professional (CHRP), Change Management Foundations and Practitioner designation is a required.
Certified Human Resources Leader designation (CHRL) is an asset.
Either Project Management (PMP) courses or Business Optimization courses (including lead training or six sigma) would be an asset.
Experience
Must have 5 years of work experience in an office setting, which includes the following :
Supervisory or leadership team coordination experience of 1-2 years included within the five years.
Experience with data management, reporting, metrics and analytics
Report writing and / or policy writing
Proofreading and editing documents
Intermediate Microsoft experience – Excel, Word, Adobe, Office 365
Beginner level experience using Power Bi / Power Query
Compiling, formatting, organizing and disseminating reports
Experience working in a large, unionized organization, in a Human Resources department.
Experience supporting and leading change management initiatives related to HR programs, systems, or organizational culture, with an ability to guide stakeholders through transitions effectively.
Proven ability to manage multiple cross-functional projects simultaneously, with knowledge of project management frameworks (e.g., Agile, or Lean principles).
Experience in planning, implementing, and analyzing employee engagement or experience surveys, and translating findings into actionable insights and organizational improvements.
Demonstrated ability to draft, revise, and interpret HR policies and procedures in compliance with employment law and organizational goals.
Experience in managing third-party vendor relationships, including contract negotiation, service delivery evaluation, and continuous improvement of external partnerships.
Ability to apply workforce analytics to inform HR strategy, identify trends, forecast workforce needs, and support evidence-based recommendations.
Must have expert level Excel experience / knowledge, intermediate Word, PowerPoint and Adobe.
Experience in supporting / coordinating features for HR Information System (HRIS) to drive digital HR services.
Intermediate ability to leverage PowerBI / Power Query to generate dashboards, scorecards, etc.
Demonstrated ability to leverage AI-enabled tools and automation platforms (e.g., Microsoft Copilot, generative AI content tools, and workflow automation solutions) to improve efficiency, generate high-quality documentation, and enhance HR service delivery; formal AI literacy or prompt-engineering training is considered an asset.
Advanced knowledge of Collibra roles such as responsible authority, subject matter expert, and Community Manager.
Supervisory Skills training strongly advised (e.g., Algonquin’s ALEI Program).
Excellent planning, organizational and time management skills to evaluate and determine the best course of action in a timely and effective manner.
Demonstrable ability to deal with confidential information with discretion.
Applies a thorough understanding of grammar, sentence structure, and intended audiences to the process of reviewing, editing, or constructively critiquing a document, publication, or message.
