The Ministry of Treasury Board and Finance focuses on accountability, financial management, controllership, and human resource administration, as well as regulates Alberta’s financial, insurance, pensions sectors.
The Treasury Board Secretariat (TBS) Division in Treasury Board and Finance (TBF) leads the development of the Government of Alberta's (GoA) annual budget. TBS leads the quarterly process through which in-year budget adjustments are made. TBS undertakes information gathering, synthesis and analysis to support Treasury Board's fiscal and general management decisions for the GoA. TBS is also accountable for the development of major fiscal documents and supporting evidence-based fiscal decision-making under the Financial Administration Act and the Sustainable Fiscal Planning and Reporting Act. The division is accountable for secretariat support to Treasury Board.

Role
Reporting to the Senior Assistant Deputy Minister, Treasury Board Secretariat, the Executive Director, Budget Development and Planning will provide strategic leadership and policy advice to the President of Treasury Board and Minister of Finance, Deputy Minister and Treasury Board Committee on ministry budgets and related policy issues. Strategic leadership will be key to delivering an effective framework for financial accountability and stewardship in a complex business environment. The Executive Director will provide advice on complex issues and will consult with senior management and internal stakeholders to present timely, accurate and informed recommendations to the Minister. In addition, the Executive Director will attend meetings and present advice and recommendations to the Treasury Board Committee. A key component of the role will be coaching a management team as they work with ministries to develop, implement and improve overall budget and business planning processes. The Executive Director will need to build and maintain effective relationships with ministry senior officials to promote strong accountability practices and contribute to initiatives which will enhance the budget and fiscal planning process to support the corporate goals of the government.
Qualifications
As the successful candidate, you have extensive related senior management experience in developing budgets and business planning frameworks along with deep knowledge of financial planning and accountability processes in a large, complex organization. You have a successful track record of working collaboratively with stakeholders, informing high-level decision makers, managing politically sensitive issues and supporting your team through effective change management. As a strong communicator you know how to adjust your message to suit the audience at hand and distill information down to its essential components. You are an agile, strategic and performance driven leader who is committed to mentoring and building the capacity of your teams. You have demonstrated success managing complex issues with budgets, programs and policies. An understanding of government spending and process will be key to your success in this role. A related business degree is required, and a recognized accounting designation is strongly preferred.
Salary
5,082.46 - $6,679.30 bi-weekly ($132,652 - $174,329 annually)
