Overview of the Role
The Office of the Chief Information Officer (OCIO) seeks a Programmer Analyst – Level 2 to support HR Enterprise Applications. This role involves the maintenance and operations of key applications, including :
- Time Claims and Attendance System (TCAS) – A web-based system integrated with Oracle PeopleSoft HRMS for managing substitute teacher and student assistant hours.
- TCAS Administration & Reporting – A system administration tool for monitoring and correcting TCAS data issues.
- Genesys Payroll Data Archive (GPDA) – A payroll and leave data inquiry system for the Government of Newfoundland & Labrador.
- Student Aid Online – A public-facing application for post-secondary student financial assistance and loan inquiries.
The Programmer Analyst – Level 2 will be responsible for ensuring the stability, functionality, and security of these applications while also contributing to system enhancements and upgrades.
Key Responsibilities
Under the direction of the Enterprise Applications Manager , the Programmer Analyst – Level 2 will :
Perform technical support, fixes, enhancements, and maintenance for production systems.Collaborate with users and stakeholders to gather requirements and design solutions.Follow OCIO change management procedures and best practices.Develop and maintain secure application code, screens, and reports.Conduct testing, including units, integration, and user acceptance testing.Implement automated test plans in collaboration with business clients and OCIO support teams.Ensure compliance with information management and security policies.Provide subject-matter expertise for system upgrades and migrations.Document work activities, system changes, and issue resolutions in OCIO’s ticket management system.Participate in peer reviews to maintain high-quality technical deliverables.Required Skills & Experience
Candidates must demonstrate experience in :
Web-based application development and maintenance, including Oracle PSP, JavaScript, JSP, and Apache / Tomcat .Supporting and enhancing enterprise HR applications.Working with databases and performing system integrations.Following structured software development and changing management processes.Developing and maintaining secure application code in compliance with security standards.Collaborating with cross-functional teams to troubleshoot and enhance applications.
