Summary :
The Project Manager is responsible for the overall control, direction, and progression of contract work. This includes accountability for time, cost, quality, safety, and overall project performance. The Project Manager’s primary objective is to deliver specified work on time, within budget, and to the desired level of quality and workmanship, while maintaining a culture of collaboration, professionalism, and safety. The Project Manager will report directly to the Regional Manager - BC Division.
Location : Clearway's Regional Office – Surrey, BC. This role will require frequent visits to Job Sites located across the Lower Mainland Area.
Hours of Operations : 8 : 00 am to 5 : 00 pm (PST)
Essential Duties & Responsibilities
Project Planning & Initiation :
- Review all contract documents, including drawings, specifications, addenda, and geotechnical reports to understand project scope, objectives, milestones, and constraints.
- Acquire and organize project documentation, including contract files, project job numbers, and required permits, approvals, and notices.
- Define project scope and objectives in consultation with stakeholders, ensuring technical feasibility.
- Identify key deliverables and establish detailed project plans to track progress.
- Assess project risks, assumptions, and limitations, and implement mitigation strategies.
Procurement & Cost Control :
Procure required materials and subcontractors, ensuring alignment with project budgets.Negotiate favorable terms with suppliers and subcontractors, reporting any cost variances that exceed estimates.Prepare purchase orders and subcontract documents using standard company forms.Review invoices for accuracy and consistency with purchase orders and subcontract agreements.Monitor daily progress against project estimates in conjunction with the Construction Site Superintendent.Execution & Delivery :
Coordinate internal resources and third-party vendors for the flawless execution of projects.Ensure resource availability and proper allocation throughout the project lifecycle.Manage changes to project scope, schedule, and costs using appropriate verification techniques.Track and measure project performance using suitable tools and techniques.Ensure all projects are delivered on time, within scope, and within budget.Submit applications for substantial and total completion of the work in accordance with lien legislation.Stakeholder & Client Management :
Serve as the primary contact for the Contractor and attend / lead all site and project team meetings.Promote a professional and cooperative working relationship with owners, contract administrators, and design consultants to encourage repeat business.Establish and maintain strong relationships with stakeholders, subcontractors, and vendors.Meet with clients to take detailed briefs and clarify project requirements.Develop and share comprehensive project plans and documentation with clients and internal staff.Report regularly to management, escalating issues as necessary.Leadership & Team Development :
Delegate project tasks based on staff strengths, skill sets, and experience.Support junior staff through mentorship and leadership, ensuring effective workload distribution.Cultivate and promote a culture of collaboration, pride in workmanship, and professionalism.Use and continually develop leadership skills to drive team performance.Health, Safety & Compliance :
Maintain knowledge of the Occupational Health and Safety Act and ensure compliance across all project activities.Implement risk management practices to minimize project risks.Ensure health, safety, and environmental standards are met or exceeded on site.Maintain knowledge of trade unions, agreements, and stipulations relevant to the project.Financial & Performance Management :
Review project estimates and budgets, adjusting as needed based on financial analysis.Prepare and review progress payment applications in conjunction with the project team.Track project performance, analyzing short- and long-term goals against deliverables.Report project financial performance including monthly accruals, forecast at completion, gains & losses as well open commitments and detailed breakdown of the cost to complete the work.Monitor subcontractor performance and conduct regular progress meetings.Professional Development & Business Growth :
Attend training, conferences, and industry events to maintain professional proficiency.Assist in business development activities to attract and retain new clients and partners.Develop spreadsheets, diagrams, and process maps to support business and project needs.The Project Manager will be responsible for promoting a professional and co-operative working relationship with the owner, the contract administrator and / or the design consultants to ensure repeat business.Requirements
Engineering Degree (Civil Engineering preferred), or a Construction Management Degree with Civil Construction experience5 - 10 years of construction experience is requiredStrong knowledge of project management principles, methodologies, and toolsWell-developed interpersonal, oral and written communication skills in highly demanding and time sensitive situations is essentialValid Provincial Drivers LicenseProficient in the English language (written and oral) with strong inter-personal and communication skillsAdept at multi-tasking and prioritizingFamiliarity with construction contracts, union agreements, and applicable legislationStrong problem-solving, negotiation, and decision-making skillsStrong critical thinking skills and attention to detailEffective time management and organizational skillsFinancial and risk management expertiseProven ability to work independently and within a team environmentNegotiation and conflict managementExcellent client-facing and internal communication skillsProficiency with Microsoft Word, Outlook, ExcelA basic understanding of HCSS Heavy Bid Estimating Software, Microsoft Project or Primavera P6 is an assetMust be able to apply innovative management practices to maximize project performStrong commitment to Health & Safety and Quality standardsMust be legally eligible to work in Canada – no work permit sponsorship is available for this positionBenefits
