JOB OVERVIEW
We are currently seeking a Senior Manager, Financial Crime Risk (FCR) to join our Compliance team. In this role, the successful candidate is expected to help manage, operate and oversee the enterprise-wide AML program for CI.
The Senior Manager, Financial Crime Risk (FCR) is a Second Line of Defense role reporting to the Vice-President, Compliance, and is responsible, amongst other things, for maintaining and enhancing the enterprise-wide FCR program (AML, ATF, Sanctions, and ABAC), including direct day-to-day operation and management of centralized AML activities for CI and helping oversee AML compliance for each registrant.
Working closely with the Vice-President, Compliance, and the Chief Compliance Officer / AML Reporting Offer of each registrant, the Senior Manager, Financial Crime Risk (FCR) plays an essential role in ensuring all registrants have a system of controls and supervision (a compliance system) that :
- Provides assurance that each registrant and individuals acting on its behalf comply with securities legislation;
- Ensures compliance with applicable legislative and regulatory requirements, and international best practice, relating to anti-money laundering, counter-terrorism financing and economic sanctions measures; and
- Manages non-financial risk associated with each registrant's business by developing, applying and conducting assurance over, prudent risk management controls.
WHAT YOU WILL DO
- Work closely with the Vice-President, Compliance, to enhance and maintain the enterprise-wide FCR program for the CI group of companies, including maintenance of policies and procedures, monitoring of the performance of the AML program and senior management reporting
- Manage regulatory reporting obligations, including suspicious transactions reporting, and assist with regulatory and non-regulatory audits, exams and inquiries related to FCR program
- Handle AML inquiries from clients, business partners and third-party and ensure appropriate oversight
- Monitor, review and communicate regulatory developments and changes to the senior management, Chief Compliance Officer in each registrant, business management and other functional stakeholders, engaging impacted stakeholders to and determine business impacts and regulatory risks
- In accordance with the broader, enterprise-wide RCM program, facilitate periodic assessments of money laundering and terrorist financing risks, assess the design effectiveness of controls, providing independent review and challenge of risk and self-assessment results
- Actively manage automated transaction monitoring and name screening alert / case queues on a timely basis and in accordance with applicable internal policies and procedures, conduct and manage associated enhanced due diligence or related investigations communicating with key stakeholders to gather additional information as required
- Recommend risk mitigation actions and next steps at the conclusion of alert / case reviews
- Prepare unusual activity reports for potential filing and prepare corresponding forms
- Develop and manage ongoing AML training programs for employees, intermediaries and agents
- Develop, implement and maintain Customer Due Diligence (CDD) and Enhanced Due Diligence (EDD) programs for each registrant as part of enterprise-wide FCR program
- Participate in AML related industry association working groups and consultation with regulators and help manage internal and external AML compliance examinations
- Lead technology and process initiatives to optimize centralized AML processes for improved risk management and efficiency
WHAT YOU WILL BRING
- Post-secondary education plus Canadian Securities Course (CSC), the Conduct and Practices Handbook (CPH), Certified Anti-Money Laundering Specialist (CAMS) or other industry related designations
- Minimum of 7 years of relevant industry experience, with specific experience in enhancing and maintaining an AML program, including working with AML technology solutions, developing AML reporting and conducting risk assessments
- In depth knowledge of AML regulations, guidelines and best practices, particularly as they relate to the securities and wealth management industry
- Hands on AML investigation experience, preferably monitoring accounts and transactions to identify potential money laundering and terrorist financing activity
- Strong communication skills, verbal and written
- Demonstrable supervisory experience working with Executive stakeholders and leading cross platform initiatives, including from a project management perspective
- Superior and versatile analytical skills, capable of advising across a range of regulatory compliance matters
- Strong MS Office skills, experience with MS Excel a must
- Ability to multi-task and work effectively and efficiently in a fast-paced, frequently changing environment.
