Main Purpose and Function

The Planning Analyst will provide a range of technical and analytical skills as part of a team working on the Regulatory Framework Review Project that involves a major review of the City’s land use regulations and policy as part of the City’s commitment to providing excellent service and regulatory innovation. The focus of the position will be on research, statistical and land use analysis, and providing graphic support.

Specific Duties / Responsibilities

  • Conduct research, monitor and collects data, develop and maintain spreadsheets / databases.
  • Designs and administer surveys, respond to inquiries, create PowerPoint presentations, and create maps, information display boards and associated graphics for public consultation and for inclusion in reports and policy documents.
  • Assist with evaluating the effectiveness of the current regulatory system and structures, exploring best practices for regulatory innovation.
  • Assist with identifying opportunities to simplify and consolidate regulations and review processes and find opportunities to reconcile conflicts between various regulations and policies.
  • Assist with policy development and consultation with other City departments and agencies, as well as assist with report writing.
  • May assist in preparation of materials for publication on the City website or in other public materials.

Minimum Qualification Requirements

Education and Experience :

  • University degree in planning or a related discipline that supports applied statistical and GIS analytical research work with experience related closely to the duties involved or a post-graduate degree or other recognized diploma in urban planning and no experience.
  • Knowledge, Skills and Abilities :

  • Some knowledge of basic research techniques and statistics.
  • Ability to work independently and as an effective member of a team.
  • Ability to use graphic software such as Adobe Creative Suite, or similar design related applications, GIS software (ArcGIS) and proficiency with MS Sharepoint is required.
  • Strong interpersonal and written and verbal communication skills.
  • Strong data, research, and analytical skills.
  • Knowledge of City by-laws, processes and policies would be an asset.
  • Ability to meet transport needs
  • Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite.  At this time this position is eligible to be part of the Flexible Work Program.
