Position OverviewCalian is seeking an Intermediate Project Manager to assist our client with the facilitation of their project. The resource must assist with the development of project and program documentation and briefings, as well as implementation of capital and non-capital equipment projects and programs. In addition, the resources supporting these services must assist in the development of checklists and Standard Operating Procedures (SOPs) to aid in the development, approval and implementation processes for projects and programs.ResponsibilitiesThe individual required as the AEWC Project Officer (Requirements) must be experienced with the Project Approval Directive Skills and the documentation required for ID and OA phase completion. Strong elements of communication, documentation management, research, and operational application are required.Support the PD, D / PD and the AEWC Project Officer (Control Officer) to create, draft and contribute to the completion of the Strategic Context Document (SCD) and the Business Case Analysis (BCA) Part 2Support the PD to create, draft and contribute to the completion of the BCA Part 3 and 4Support the PD to create, draft and contribute to the completion of the Statement of RequirementsBased on direction emanating from Tasks 1 and 2, perform validation studies to substantiate the requirements and quantities required for the AEWC project, prepare relevant project documentation to advance the project. This includes, but is not limited to, Gender-Based Analysis Plus (GBA+) considerations, Environmental considerations, Indigenous considerations, Defence Capability infrastructure, Cyber Mission Assurance considerations, Capital Investment Program Plan Review (CIPPR), Preliminary PRICIEG, Capability Ladder, and updating the Canadian Armed Forces (CAF) Defence Service Program Portal (DSPP). Performance of this task requires coordination and consultation with multiple organizationsProvide support for staffing current projects, including the documentation and coordination required to advance the project through Defence Capabilities Board governance to and through OAProvide briefing notes (BN’s) and briefing material as required, issue analysis and expert advice on project issues and activities. Attend meetings convened by the PD or their staff as required and complete tasks set by the PD or staff in support of the AEWC project, to include providing support to the Project ManagerProvide the Project Directors with advice or guidance on the plans or process to advance assigned projects or programs through the project approval gates until it transitions from the PD to a departmental project management office or through project completion for capital equipment projectsPlan and implement project or program activitiesLiaise or coordinate with internal and external agenciesProvide general administration support to complete Project Director duties, including, but not limited to, scheduling meetings, drafting agenda and minutes, editing and proofreading of documentation, drafting reports, processing statements, invoices and other documents, assembling and disseminating correspondence and briefing materials; Develop SOPs to support project and program activitiesMake all necessary preparations in order to actively participate in any meeting convened by the Project AuthorityAct as a first point of contact between contracted support and client supportQualificationsMust currently hold a valid Secret (Level II) Clearance with the Government of CanadaUniversity, College or CEGEP degree or diplomaOver two (2) years of practical hands-on experience working on project approval activities, in support of Federal Departmental capital equipment project over $5M CADExperience working on the identification / initiation phase or a Business Case Analysis for a Federal Departmental major capital equipment project over $5M CADExperience working on the options analysis phase for a Federal Departmental major capital equipment project over $5M CADExperience preparing or assisting in the documentation for a Federal Departmental major capital equipment project over $5M CADExperience providing project approval advice or guidance
