Job description

We are seeking an Independent Contractor to be a part of the Tilbury Phase 2 LNG Expansion project . This role will start immediately and be approximately 1-year in duration, with the possibility of extension.

Position Overview

The Senior Project Manager, Tilbury Environmental Assessments is responsible for advancing the Tilbury Marine Jetty Condition Management Plans, the Tilbury Phase 2 Environmental Assessment and advancing the regulatory and permitting status of the development to provide the Tilbury program and the Enterprise maximum development flexibility while reducing future schedule risk. This role will ensure appropriate management, regulator, customer and stakeholder involvement through the life of the project. The successful candidate will oversee and provide guidance to a team of Project Managers, Environmental Managers and External Relations and Indigenous Managers.

Responsibilities

  • Develop, manage and implement a development regulatory plan, including a detailed Environmental Assessment Certificate (EAC) “compliance plan”, development of Management Plans in consultation with Indigenous nations and stakeholders, a permit acquisition plan, and identification of engineering and design deliverables necessary to support permit acquisition.
  • Prepare a project development plan acceptable to Leadership and Partners that is aligned with Major Projects’ phase gating methodology and support the advancement of the Tilbury Projects through the Phase Gate process.
  • Align internal stakeholders, including Partners, highlighting elements that may be unique to the project given how the project will be structured.
  • Coordinate with Indigenous Relations and participate in Indigenous nation and stakeholder engagement and consultation activities necessary to advance permit applications and the Conditions of the EAC.
  • Utilize the existing Tilbury Program processes (i.e. the Compliance Register) to manage, coordinate and track project commitments and permit approval conditions, to ensure that the company fulfils its responsibilities and obligations.
  • Manage the relationships with regulatory authorities, Indigenous nations and stakeholders, including tracking submissions and responses, attending meetings, developing strong relationships and ensuring that commitments made throughout the project are documented and adhered to. Work with other project team members and Tilbury LNG Leadership to understand priorities, ensuring all permits are received and active during the scheduled period.

Requirements

  • Bachelor’s Degree in a related discipline from an accredited University.
  • 10 - 15 years of related experience in the regulatory or permitting field, as well as project management experience, or an equivalent combination of education and experience.
  • Project Management Professional (PMP) designation is desirable; or the candidate should be willing and able to obtain the designation.
  • Demonstrated ability to interpret regulations and permits.
  • Demonstrated ability to work with multiple stakeholders; both internal and external.
  • Demonstrated ability to prioritize and organize multiple projects.
  • Ability to build and lead a multi-functional team of indirect reports.
  • Well-developed interpersonal and communication / presentation skills.
  • Strong skills in research methods and techniques.
  • Strong analytical / problem solving skills.
  • Demonstrated ability to apply judgment and creative thinking in decision making situations.
  • Demonstrated ability to be effective when working independently or working on a team.
  • Demonstrated ability to adapt to changing priorities and work environment.
  • Proficient in Microsoft Office, particularly Excel and SharePoint.
