ABOUT THE ROLE
Reporting to the Program Manager, Systems Solution and Data Management is responsible for providing support to Community and Health Services Department (C&HS) and AccessYork through automating case management, inspection / investigation management, partner management, event / activity management and other business services / functions using various platforms; assessing business and technology capabilities of systems, business needs and processes, systems design, development and implementation; working in collaboration with Information Technology Services (ITS) and other Departments and Branches relative to data integrity, security, system integration, regulatory compliance needs and ongoing systems maintenance to ensure that business needs of stakeholders are met; and implementing new projects and processes in coordination with ITS Branch staff; analyzing and integrating systems to link Department systems for client / asset management and other business requirement; providing business solutions to clients by applying technology solutions and tools; providing GIS analysis and solutions in the development of Department GIS applications, including database development, as well as creation and maintenance of spatial data.
WHAT YOU'LL BE DOING
Leads, architects, designs, builds and implements customized business intelligence solutions using various platforms to support C&HS and AccessYork service delivery improvement and automation initiatives / projects from start to finish and / or within pre-build / configured template.Determines business requirements in collaboration with stakeholders using the systems.Creates and maintains project life-cycle workflow and validates workflow with stakeholders.Creates predictive / prescriptive / statistical models / algorithms to analyze operational system data, spatial data and other process models data to identify patterns, to understand and provide insights into client and program operational behaviours using visual analytics and documents those results.Works with stakeholders to determine and resolve recurring issues related to functionality, systems integration and concerns identified by users.Monitors and analyzes business solutions / processes and related systems interfaces and integration with external systems to ensure trouble free operation.Researches professional standard frameworks, models and business systems functionality and sector best practices to review and recommend process improvements.Researches, organizes, implements and documents data acquisition, transformation, creation and maintenance processes and ensures data meets Department’s quality requirements.Liaises with internal staff, providing systems expertise and support to ensure consistent and effective systems performance and utilization of systems to maximum functionality; shares information regarding initiatives and other best practices with Branch and Departmental staff.Performs other duties as assigned, in accordance with Branch and Department objectives.WHAT WE'RE LOOKING FOR
Successful completion of a Community College Diploma in Information Technology, Computer Sciences, Statistics, GIS or related field or approved equivalent combination of education and experience.Minimum five years experience in providing project / business solution implementation analysis, and support in data management systems, data integrity, data integrations, security / privacy and understanding of programming development cycle (SDLC).Experience in project management and leading project teams.Experience and demonstrated ability on functional and technical levels of solution / data systems used with C&HS, GIS and other technology systems and in the use of relational databases.Understanding of Big Data, Data Science, Statistics, Analytics and Data Visualization technologies.Computer literacy and knowledge utilizing MS Office software and other applications / platforms such as relational database systems, Computerized Workflow Management Systems (BPM), SharePoint, MS O365 Suite, MS Power Platform, Salesforce CRM, ActiveNet, SQL, SQR, Enterprise Service Bus (ESB) / Service Oriented Architecture (SOA), Analytics Tools ( Tableau, PowerBI, SSA, SSRS), ArcMap, ArcInfo, ArcSDE, relational database systems Data Warehousing tools ( SQL Server Integration Services) and Microsoft Access, and Crystal Reports tools.
