Job description

The City of Orillia is less than 90 minutes from the Greater Toronto Area. Even though growth and progress have been strong in recent years, the Sunshine City has worked hard to retain the small-town charm that has captivated generations. The quality of life is unbeatable in this city surrounded by two lakes, where outdoor pursuits are available in all seasons and are enjoyed by both visitors and residents.

The City of Orillia is currently seeking two highly motivated and dedicated individuals to join our team as Aquatic Coordinators on a full-time basis. These positions offer a dynamic work environment with varied hours, including regular evening and weekend shifts to support the operational needs of a municipal aquatic centre and seasonal supervised waterfronts.

Reporting to the Aquatics Supervisor, the Aquatic Coordinator plays a key leadership role within the department. This position supports and oversees a diverse team of Leadership Trainers, Head Lifeguards, Head Instructors, Instructors, Lifeguards, Coaches, Assistants, and Volunteers. Key responsibilities include assisting with staff development and training, monitoring and evaluating aquatic programs, supporting scheduling and operational logistics, ensuring compliance with all applicable regulations and safety standards, and fostering a positive, team‑focused environment. The Aquatic Coordinator helps ensure that all programs, lessons, and public swimming opportunities run smoothly, safely, and in alignment with the City’s commitment to exceptional customer service.

The City of Orillia offers a competitive salary, a comprehensive benefits package, and registration with the OMERS pension plan. The salary for this position is $64,226 to $69,465 based on a 40-hour work week. Aquatic Coordinator

Position Synopsis and Purpose

This position is responsible for the day-to-day coordination and delivery of aquatic programs and services, ensuring they are safe, engaging, and delivered to the highest standard.

Program Service Delivery

  • Assist in the development, implementation, supervision, and evaluation of all aquatic programs, including swim lessons, aquatic leadership, Swim to Survive, and drop-in programming.
  • Plan, implement, and evaluate a comprehensive pre-season training program and ongoing in-service sessions throughout the year.
  • Plan, develop, and execute special events and promotional initiatives (e.g., Water Smart activities, National Drowning Prevention Week events, Wibit programming).
  • Provide on-deck supervision during operating hours to ensure safe and effective program delivery.
  • Assist with deck-level coverage as required.
  • Respond to building emergencies and support facility operations when required.

  • Complete administrative duties within required timelines, including staff and program scheduling, training documentation, sign-offs, and test sheets.
  • Provide professional customer service by communicating with the public and user groups in a courteous and efficient manner; investigate and resolve complaints as needed.
  • Handle program feedback, respond to inquiries and emails promptly, and maintain a high standard of customer service.
  • Assist with participant registration, transfers, and refunds as required.
  • Monitor, inspect, and maintain aquatic equipment, ensuring safety, availability, and accurate record-keeping (e.g., lesson equipment, safety checks, health and safety inspections).
  • Attend staff meetings, trainings, and professional development sessions as required.
  • Update seasonal brochures and program content and perform build checks to ensure accuracy and readiness before launch.

  • Conduct research, make recommendations, and assist with purchasing of aquatic equipment and supplies.
  • Assist with monitoring, tracking, and reporting revenue and expenses related to aquatic programs and services.

    Human Resources

  • Supervise staff by providing direction, setting expectations, and fostering a positive, team-focused work environment.
  • Manage staff performance and workflow, including scheduling, completing performance appraisals, and recommending merit and step increases.
  • Support staff motivation, development, and engagement.
  • Implement disciplinary action when appropriate, in accordance with City policies and procedures.

    Note : All activities are expected to be performed in a safe manner, in accordance with the Occupational Health and Safety Act and its Regulations, along with Corporate Safety policies, procedures and programs. In addition, all necessary personal protective equipment must be used and maintained in good condition.

    Examples of the types of decisions that are made or issues / situations that are dealt with on a regular basis and how judgement is used to resolve them.

  • The Aquatic Coordinator must manage day-to-day operational issues in the Aquatic Centre, including scheduling adjustments, maintenance priorities, and service disruptions. Judgment is required to determine which issues can be resolved independently and which require escalation to the Aquatic Supervisor or Facility Staff.
  • This role is responsible for mitigating operational issues and the impact on users, allocating resources effectively, and maintaining service quality.
  • This role is responsible for evaluating maintenance and repair needs for aquatic operations and making recommendations to the Aquatic Supervisor. Judgment is used to determine urgency, ensure compliance with health, safety and budget requirements.

  • Any major supply shortages, maintenance and repair needs that affect aquatic operations, as well as facility operating systems.
  • Complex staffing matters, including potential suspension or disciplinary actions requiring senior management involvement.
  • Situations involving significant budget changes, unplanned large-scale expenditures, or facility closures that may affect service delivery.
  • Minimum Qualifications

    Education (degree / diploma / certifications)

  • Post-Secondary education in Recreation and Leisure Services or equivalent.
  • Current Lifesaving National Lifeguard – Pool (Waterfront considered an asset).
  • Current Lifesaving Society Swim & Lifesaving and Emergency First Aid Instructors.
  • Current Standard First Aid with CPR-C.
  • High Five : Principles in Healthy Child Development.
  • Aquatic Supervisor Training.
  • Examiner Status : Bronze, Standard First Aid and National Lifeguard.
  • Instructor status : Standard First Aid and National Lifeguard.
  • Lifesaving Society Swim and Lifesaving Instructor Trainer.
  • Lifesaving Society Coach Level 1 is considered and asset.
  • Additional trainer, examiner and instructor awards are considered an asset.
  • Experience

  • Minimum two years supervisory experience in an aquatic setting.
  • Thorough knowledge of Public Pool Regulation 565.
  • Extensive experience conducting leadership courses.
  • Experience using Active Net and Evolia is considered an asset.
  • Knowledge / Skills / Ability

  • Strong interpersonal, supervisory, judgment, initiative, written and oral communication skills.
  • Excellent employee and customer relation skills; experience with volunteer and community organizations.
  • Working knowledge of Microsoft Office Applications including Teams, Word, Excel, and Outlook.
  • Exceptional customer service and communication skills.
  • Additional examiner and instructor awards considered an asset.
  • Physical Demands

  • Sitting, standing, or walking.
  • Work is primarily conducted in a standard office environment with continual visual concentration required.
  • Some work may be conducted in recreational arenas and waterfronts where normal office equipment may not be available.
  • May be required to work in conditions that may result in being exposed to wet, cold, and / or humid conditions, fumes or airborne particles, toxic or caustic chemicals.
  • Work activities require a level of strength, physical fitness, and flexibility.
  • May be required to lift (upwards to 30lbs) or bend when cleaning as well as setting up or taking down.
  • Position Requirements

  • A Valid Class G Ontario driver’s license with access to a reliable vehicle is required for this position.
  • A current and acceptable Criminal Reference with Vulnerable Sector check at the incumbent’s expense is required prior to the employment commencement date.
  • A willingness to work irregular hours, including evenings and weekends.
  • Position requires after-hours emergency response.
