The Department of Transportation and Infrastructure is seeking qualified candidates for the role of Director of Traffic Engineering. The Director of Traffic Engineering is a key management position within the department reporting to the Executive Director (ED) of Highway Engineering Services (HES) and to the Assistant Deputy Minister (ADM) of Engineering & Technical Services Division (ETSD). The Director of Traffic Engineering leads and manages the Traffic Engineering Branch, establishing and enforcing engineering standards and related policies; delivering capital and operational programs for traffic signals and signage; managing road safety; and providing expert advice and guidance on matters related to traffic engineering.

Conditions of Employment :

  • Must be legally entitled to work in Canada
  • Must be a Professional Engineer (P. Eng.) with appropriate scope of practice in Civil / Transportation engineering
  • Must be a registered member (or eligible for registration) with Engineers Geoscientists Manitoba
  • Must have a valid Class 5 Driver's Licence
  • Must be able to travel throughout the province by air, marine and / or ground transportation

Qualifications : Essential :

  • Experience in either Traffic engineering, including traffic control, road safety, and speed management; or Highway design, construction, maintenance and operations.
  • Proven ability as a leader with a commitment to create, support and sustain a diverse environment that enables staff to achieve results and to develop for the future.
  • Demonstrated ability to leverage opportunities for innovation, find creative solutions to issues, and successfully manage change.
  • Management experience with responsibility for human and financial resources.
  • Experience translating strategic priorities into clear operational and business plans, and experience with strategic performance management and measurement systems (e.g. Key Performance Indicators, Balanced Scorecards).
  • Strong verbal and written communication skills with experience managing internal and external stakeholder relationships.
  • Political acumen demonstrated through experience providing strategic advice to senior leaders on complex topics and sensitive issues.
  • Strong financial acumen with experience in budgeting and financial management.
  • Experience providing leadership and direction in the design and implementation of legislation, policies and programs.
  • Experience building relationships with Indigenous people and implementing the principles of reconciliation.
  • Desired :

  • Post graduate training in traffic or transportation engineering.
  • Road Safety Professional certification.
  • Data collection and analysis; Railway crossing safety; or Trucking operations.
  • Duties : As a member of the department’s management team, the Director of Traffic Engineering is responsible to lead and manage the Traffic Engineering Branch, and to provide advice and support to the Executive Director (ED) of Highway Engineering Services (HES) and to the Assistant Deputy Minister (ADM) of Engineering & Technical Services Division (ETSD), upon request. The Traffic Engineering Branch is responsible for :

  • Establishing and enforcing design and installation standards for traffic control devices (traffic signals, signs, guardrail and pavement marking).
  • Design, installation, electrical safety and maintenance of traffic signals and airport navigational aids.
  • Traffic operational analysis including intersection operations, speed zone review and pedestrian crossing analysis.
  • Developing and implementing traffic engineering standards for work zone traffic control devices and temporary traffic control installations.
  • Management of the MTI’s provincial Road Safety strategy including road safety auditing (in-service and design), network screening, systemic response planning and fatal collision reviews.
  • Establishing speed limits on provincial routes.
  • Coordinating integration of Intelligent Transportation System standards and architecture into department projects.
  • Collection, governance and analysis of provincial collision and traffic volume flow data to support road safety initiatives.
  • Compliance with Transport Canada’s national railway crossing safety standards and programs.
  • Trucking industry liaison activities.
