The Director of Medical Engineering provides visionary leadership in the management of medical device and equipment technology with a focus on future state strategies and business processes in digital transformation. The Director ensures safe and effective acquisition, operation, application and maintenance of medical equipment through the application of engineering and business principles. The Medical Engineering Dept. works in partnership with clinical operations to ensure that care teams have the medical devices and equipment required to support the provision of care for current and emerging needs.
The Director provides organizational leadership and the technical expertise necessary for the provision of Health Technology Management services required in the ever-expanding field of medicine, in a research-intensive tertiary / quaternary care, university affiliated, pediatric teaching hospital. The Director translates the strategic priorities and decisions of the Executive Leadership Team and the Hospital’s Capital Equipment Committee (CEC) into practice by utilizing systems thinking, strategic planning, and relationship management skills and by developing purposeful collaborations & coalitions with internal and external stakeholders.
The Director provides the leadership and strategic vision for Health Technology that will advance the health care teams in the provision of patient care for the new Patient Care Tower as envisioned by the Hospital’s Project Horizon initiative.
Responsibilities
- Provide leadership, direction, and technical expertise for the provision of the Health Technology Management program that meets the requirements of the ever-advancing medical field in a research-intensive tertiary / quaternary care, university affiliated pediatric institution that meets or exceeds the accepted standards of practice as dictated by the Professional Association, Hospital Accreditation Standards and other relevant bodies.
- Development, implementation and updating of a five-year hospital wide Medical Equipment Capital Plan, based on the needs & input of various medical programs and care teams, that will further the strategic direction of the Hospital.
- Collaborate with the re-development teams in the identification of capital medical equipment needs to establish the Capital Equipment Plan for the Hospital’s renovations and construction. Responsible for advising the redevelopment team on matters related to medical
equipment needs based on functional plans for the clinical services. This will include but not be limited to the following : Working with redevelopment team members in identifying medical capital equipment needs to meet the clinical requirements.Developing strategies for providing medical equipment in the new redeveloped areas in a cost-efficient manner including retaining and replacing medical equipment based on a solid assessment of the existing medical equipment.Reviewing design drawings to ensure the medical equipment will be accommodated properly and will have the required environmental needs.Developing timelines, for inclusion in the renovation planning, to ensure that new acquired equipment will arrive on time for installation.Coordinating and supervising timely installation of medical equipment.
Ensure full interoperability of medical technology with the Hospital’s electronic health record (Epic) and other related information technology systems. Ensuring the Hospital and its equipment complies with regulatory requirements related to health technology, cybersecurity practices, patient privacy standards & legislation as appropriate through consultation with the appropriate IT, legal and clinical teams.Responsible for the development of technical specifications, for inclusion into Hospital Tendering documents as it relates to Medical Equipment Technology. Negotiating technical requirements and pricing with vendors to ensure that equipment purchased meets the Hospital and clinical needs.Provide technical advice on the installation and commissioning of large capital purchases and construction such as MRIs, CT scans and other large Diagnostic Imaging devices, lab equipment and others.Steward the Preventative Maintenance Program and overall safety.Life Cycle Analysis of the medical equipment from acquisition to its safe disposal that will guide and project capital equipment replacement needs for the Hospital.Provide information for submission by senior management to the MoHLTC in relation to capital equipment.Responsible for establishing a comprehensive Risk Management Program for the use of health care technology. Investigating and reporting significant equipment failures to regulatory agencies such as Health Canada and manufacturers. Responsible for ensuring that all Hazard Alerts or Recalls issued by recognized agencies or manufacturer are followed up, acted upon and documented to ensure the safety of patients, users, and their families at the Hospital.Leads department operations including but not limited to staffing, performance appraisals, and promoting collaborative relationships between staff members, other departments and external agencies & peers.Manage and monitoring multi-million dollar operating and capital budgets.Formulate, control and consistently evaluate policies and procedures that guide and support functions of the department to ensure that services are provided according to standards of practice and the Hospital Accreditation Standards and that resources are used in safe and efficient manner.Responsible to stay abreast and informed on the trends for Medical Equipment including AI, Augmented or Virtual Reality, Robotics, Big Data, Telehealth, wearables to name a few.Ensure that Graduate, Undergraduate and college students in Medical Engineering, receive adequate training in the Department.Requirements
Post Graduate degree in Medical / Clinical / Biomedical Engineering.Professional Registration Required : Must be a licensed Professional Engineer in Ontario or eligible to transfer registration to PEO.Certification as a Clinical Engineer by the American College of Clinical Engineers is required. However, candidates who would be eligible for certification and commit to certify within two years of assuming the role would be considered.Active participation in relevant societies such as the Canadian Medical and Biological Engineering Society, AAMI, IEEE and others are an asset.Master of Health Administration (MHA) or recognized Master’s Degree in business an asset.8-10 years experience in demonstrated progressive management duties, such as supervision or management of a medical engineering department in a tertiary, teaching hospital.Min. 4 years experience in medical capital asset planning, acquisition, and commissioning.Transformational leader that encourages and supports innovation as it relates to the future of health technology and its use in clinical settings.Experience leading large enterprise-wide device lifecycle management programs from procurement, contract negotiation and management, deployment, scheduled maintenance and demand repair.Experience managing large capital device and / or equipment replacement projects from procurement to deployment and sustainability.Demonstrated expertise to integrate medical technology to Hospital Information Systems.Solid conceptual understanding of clinical applications with the ability to translate them into technical specifications.Strong knowledge on computerized medical equipment and interface / integration to a hospital EMR.Strong knowledge and understanding of IT networks, storage and infrastructure.Strong business acumen with exceptional analytical skills that contribute to effective decision-making.Achieve results by strategically aligning direction, decisions, actions and evaluation with the vision and values of the Hospital.Exemplary leadership to motivate and build teams while modeling qualities such as honesty, integrity, resilience and confidence.Experience leading large complex projects, creating connections, building partnerships and networks.Critical thinking skills that contribute to identifying problems and issues, evaluating the interdependence of decisions, questioning and challenging the status quo, while designing and implementing processes for improvement.Achieve results by strategically aligning direction, decisions, actions and evaluation with the vision, values of the Hospital.Fostering a culture of diversity, equity, and inclusion where others have meaningful opportunities to contribute, collaborate, and cooperate to achieve results.
