Position Purpose Summary :

The Director of Operations is responsible for the overall operations of all non-program departments of Regina Waterston Ministries including but not limited to Environmental Services, Food Services, and Administration. This position is a member of the Management team at Regina Waterston Ministries. The Director of Operations will be responsible for the overall planning, organizing, implementing and evaluating of financial systems, information and communications systems, and operating and capital budgets.

This is a regular full time position.

KEY RESPONSIBILITIES :

General Business Support and Team Management :

  • Undertakes overall leadership of the facility as requested when the Executive Director is absent.
  • Networks with community groups / agencies within The Salvation Army and the government and non-government partners, and attends meetings as required.
  • Participates in planning, implementation, and evaluation of departmental and facility- wide quality improvement / risk management processes.
  • Responsible for development and implementation of an essential services plan in the event of a labor dispute or other catastrophic event (pandemic, fire, etc.).
  • Provide direction and oversight to the Administrative Manager to ensure the smooth running of the administrative functions of the Ministry Unit.
  • Provide leadership and oversight for government funding contracts and renewals. Working alongside Resident Services Director and Gemma House Program Director to make sure that all requirements of contracts are met.
  • Participates in development of the ministry unit strategic plan; consults with stakeholders on various issues concerning the ministry unit.
  • Participates in accreditation process.
  • Develops and documents business requirements, processes and reports as needed.
  • Develops and documents options and recommendations to issues and problems. Supports key stakeholders in understanding the implications of options and decisions.
  • Participate in recruitment, training, evaluation, and discipline of direct staff in consultation with the senior leaders and Human Relations.
  • Conduct regular performance appraisals and learning plans of direct reports and addressing performance issues when arises in consultation of the senior leaders.
  • Maintain appropriate paperwork for the direct reports.
  • Performs other duties as assigned.

Finance :

  • In coordination with the Finance Team, and consultation with the Management team, responsible for finalizing the annual operating budget.
  • Prepares and reviews capital budget(s) in consultation with Management team for presentation to the Executive Director (ED).
  • Manages revenues & expenditures by monitoring and analyzing financial statements. Review the variances, and make recommendations for action to mitigate risk of significant variances, and report to ED.
  • Prepares adjusting journal entries and ensures that various account reconciliations including the bank and various sub-ledger reconciliations are complete.
  • Monitors and approves departmental expenditures in the purchase of goods and services.
  • Prepares and submit Visa expenses.
  • Liaises with Territorial Headquarters to ensure proper interpretation and application of collective agreements are followed regarding benefits, payroll, UltiPro (Human Resource Information Systems), and requirements of Fraser Health Authority and Ministry of Health.
  • Plans and implements audit processes in relation to both external and internal audits. Prepares and coordinates audits with external contacts. Works with external auditors to prepare annual Financial Review & Audit. Is the key liaison with Internal Audit Department to communicate and prepare for an audit, ensure audit follow-up action items are complete.
  • Prepares statistical reports on operations and capital as required by funders.
  • Prepares financial reports for the government contracts as required.
  • Prepares financial reports / statements for Social Mission Business Committee / THQ as required.
  • Environmental Services :

  • Provide direction and oversight to the Environmental Services Manager.
  • Provide financial input, capabilities, and strategic advice on the viability of major repairs and capital projects work undertaken by the organization to ensure its sustainability and continuous operation.
  • Ensures contracts for outside services are accurate and up to date.
  • Responsible for being on-call after hours for the facility on a rotation basis.
  • Oversees the development of preventative maintenance programs and systems including mechanical systems, building repairs, and grounds maintenance.
  • Develops annual maintenance operating budget, a capital plan for the facility; maintains current fixed asset inventory.
  • Food Services :

  • Provide direction and oversight to the Food Services Manager to ensure that efficiencies and quality of food meets standards as set by Canada’s food guide and funder requirements.
  • Ensure that the services provided are done in a cost effective and efficient manner meeting the needs of the client population.
  • Ensure coordination between departments for preventative maintenance / servicing of kitchen equipment and fire suppression system.
  • IT and Communications :

  • Oversees the facility's local IT and communication systems, ensuring secure, reliable, and up-to-date infrastructure handling budget, compliance, contacts with vendors, and regular reporting to ensure optimal operations.
  • Oversees IT contractor and liaises with Salvation Army Headquarters IT Department.
  • Implements and oversees all the technology requirements of all THQ required systems which include but not limited to MyArmy, Ultipro, Business World, Microsoft Office.
  • Support trouble shooting of basic local technology issues.
  • QUALIFICATIONS AND EDUCATION REQUIREMENTS :

  • NOTE : You may be required to provide validated educational documentation.
  • Education / Certifications :

  • Completion of a formal college / university program of three academic years in a related field is required.
  • An Undergraduate University degree of four (4) academic years (e.g., Bachelor of Commerce) will be considered a strong asset.
  • Has or is working towards a professional designation (e.g., Certificate of Business Management)
  • Alternative combinations of education and experience may be considered.
  • Experience :

  • Min 5 years of previous experience in facilities management and project management of construction / maintenance projects, preferably in a residential environment.
  • Experience in union environment, working knowledge of collective agreements.
  • At least two years of related experience in a medium-to-large organization (50+ employees).

  • Intermediate to advanced skills in Microsoft Word, Excel, and Outlook.

  • Demonstrated compassion & ability to accept and care for people without judgment.
  • Detail-oriented with a high level of accuracy in data entry and document creation.
  • Ability to prioritize and manage multiple tasks and a variety of demands in a fast-paced environment, Problem solving and analytical skills.
