LandSure Systems Ltd. (LandSure) is hiring a Product Manager to join our Products division. LandSure is a subsidiary of the Land Title and Survey Authority of BC (LTSA), a publicly accountable statutory corporation that manages BC's land title and survey systems. Our team supports the LTSA through information system consulting services, project management, customer support, and communications.

What you’ll do
The Product Manager defines and drives the product vision and roadmap to deliver innovative, trusted, and reliable land-related solutions that support the economy in the public interest. This role is part of the Registry Solutions portfolio and focuses on LTSA’s flagship products in Land Titles and the Land Owner Transparency Registry, with growth opportunities in data products. Reporting to the Director, Product Portfolio (Registry Solutions), the Product Manager develops, maintains, and communicates the product vision and roadmap. This requires strong relationships with customers and stakeholders and proactive communication to anticipate future needs. Strong communication skills are essential for working with customers and stakeholders to drive continuous product improvements within a cross-functional team.
Key Responsibilities and Accountabilities
- Develops, maintains, and communicates the product vision and roadmap, ensuring alignment with product-market fit by validating that features address customer needs, drive adoption, and deliver measurable value
- Creates business cases and builds cost and revenue models to support decisions
- Works closely with the Product Owner to ensure business and system requirements are defined, documented, communicated, and aligned with business needs
- Verifies that the system complies with both functional and non-functional requirements
- Works with legal, security, and compliance teams to ensure the product meets regulatory and policy requirements
- Builds relationships with key stakeholders and government representatives to secure buy-in, manage constraints, and address customer feedback
- Continuously refines the product vision and roadmap based on evolving business and customer needs
- Collaborates with the product team to develop solutions that deliver clear value to customers
- Ensures the final product is complete and meets customer expectations
- Defines major epics and releases within an agile SCRUM framework, including new features, system architecture, and technical debt
- Works with Software Architects to prioritize enabler work and ensure smooth integration with ongoing feature development
- Collaborates with build contractors to ensure the product meets business needs and is delivered on schedule
- Regularly engages with customers to understand their needs, analyze business processes, and share insights with the product team
- Communicates upcoming product changes to stakeholders, ensuring they are informed and prepared
- Monitors stakeholder satisfaction and gathers feedback to continuously improve the product
- Supports customer service teams by developing features that enhance support functions
Qualifications
A business or technical degree with 5-7 years of experience delivering technology solutions in a product-focused environmentDemonstrated ability to translate business strategy into a clear product strategy and customer-focused roadmapFormal understanding of the development cycle, agile frameworks, and software roadmap managementTrack record of successful high-quality end-to-end product management, preferably in a regulated sector with high transaction volumesExperience with conveyancing solutions, payments, data products, SaaS, regulated environments, and agile development is preferredExperience in land titles (Torrens), Land Administration Domain Model (LADM), land management, or property conveyancing processes is an assetKnowledge, Skills, and Abilities : strong analytical, conceptual, and problem-solving abilities; strong written and oral communication skills; self-starter in a fast-paced, collaborative environment; ability to adapt to multiple stakeholders; knowledge of land titles or conveyancing systems is preferred; Jira and Confluence skills are an asset; knowledge of public sector deployments is an assetCompensation and Eligibility
Salary range : $98,600 – $123,200 annually, depending on qualifications and experience. This reflects a reasonable expectation for pay for the position within our organization and considers a wide range of factors including job-related skills, experience, and training. Applicants must be legally authorized to work in Canada.
