The Federal Bridge Corporation Limited (FBCL) is a Crown corporation responsible for overseeing the Canadian federal interests in four international bridge crossings between Canada and the United States.

Its mandate is to provide the highest level of stewardship so that the international bridges and associated structures are safe and efficient for users.

FBCL owns, manages and operates international bridges and associated structures in Sault Ste. Marie, Point Edward, Lansdowne (Thousand Islands) and Cornwall, Ontario.

The Manager, Asset Planning is responsible for leading the roll-out of the Federal Bridge Corporation Limited (FBCL) Asset Management Program (AMP) to meet the requirements set in the FBCL Asset Management Framework Policy, and manage the asset management team.

Success in this role requires a highly collaborative approach to developing and implementing asset management strategies, policies, decision frameworks, processes and tools.

Oversight on the Geographical Information Systems (GIS), Computerized Maintenance Management Systems (CMMS), and Integrated Decision Support Systems (IDSS) are included within the AMP.

Du ties and Responsibilities

Under the direction of the Chief Operating Officer (COO), the Manager, Asset Planning is accountable to :

  • Deliver and maintain an effective asset management program;
  • Develop and managing a continuous improvement process for establishing automated processes for predictive analysis and long range financial planning of asset maintenance needs ;
  • Recommend corporate capacity building measures (tools, resources, training) and business process adjustments to advance the corporate state of maturity and capabilities in asset management to deliver and maintain an effective asset management program.
  • Recommend, an asset hierarchy numbering strategy;
  • Management of FBCL’s Geographical Information System (GIS), containing a digital representation of FBCL’s assets (a digital twin model of the border crossings at all FBCL locations);
  • Design and recommend asset management standards and analysis techniques for large bridge assets;
  • Develop decision frameworks, business processes and tools;
  • Design, develop, implement and review corporate asset management plans, strategies, technical solutions, standards and tools in collaboration with the cross departmental Asset Management Working Group and operating partners;
  • Manage asset management software;
  • Work with relevant departments in order to develop the ongoing maintenance of manuals, guidelines, policies, procedures and processes related to the AMP, capital expenditure plan, levels of service, condition assessments, risk assessments, life cycle costing, financial analysis, service targets and performance tracking;
  • Lead corporate training initiatives for Asset Management;
  • Coordinate consultant and contractor project assignments; and,
  • Build positive working relationships with co-workers, other FBCL staff, and operating partners using principles of good customer service and active listening.

Essential Qualifications

  • A bachelor of Engineering degree from a recognized university, or an equivalent combination of post-secondary education and related experience;
  • A minimum of six (6) years’ experience maintaining physical assets, within the core Asset Management capacities is required, preferably within government;
  • Prior supervisory experience;
  • Experience related to industry best practices, physical asset management business principles, lifecycle costing, levels of service, risk assessment, infrastructure renewal costing, priority setting, and budgeting;
  • Experience understanding Civil, Facilities and IT infrastructure including bridge structures, secure compounds, operations buildings, linear utilities, and fleet equipment;
  • Excellent interpersonal skills, with the ability to communicate, coordinate and collaborate with a wide range of stakeholders and multi-disciplinary teams on a variety of issues to effectively implement positive change management;
  • Experience with computerized asset management programs, maintenance / work order management systems, and geographic information systems;
  • Experience with construction and maintenance of major transportation systems, bridges, secure facilities and / or municipal utilities;
  • Ability to oversee the coordination of consultants and contractors, development of terms of reference or requests for proposals, interpretation of reports and studies;
  • Excellent interpersonal skills with a wide range of stakeholders and multi-disciplinary teams is required for positive change management;
  • Excellent organization, attention to detail, decision-making and problem-solving skills;
  • Working well under pressure and meeting deadlines with the ability to keep files moving despite potential challenges and obstacles;
  • Ability to obtain and maintain Government of Canada Security Clearance; and,
  • Bilingual (French and English) is an asset.
