Position Title: HR & Payroll Coordinator

Position Type: Full-Time

Reports to: Manager, Human Resources

Job Overview

Reporting to the HR Manager, the HR & Payroll Coordinator is responsible for supporting human resources department and services to the Haisla Nation. This includes the coordination of HR initiatives, developing and implementing HR programs, and collaborating with department leaders to identify and prioritize HR projects that support the community’s strategic objectives.

The Haisla Nation is the band government of the Haisla people. Our mission is to build a powerful, prosperous and proud community, healthy in mind, body and spirit. We believe in building a strong and thriving community, with healthy and happy members and a sustained and prosperous environment. We are about 2023+ people, with approximately 700 living in Kitamaat Village. We have lived off the land and waters of our traditional territory for thousands of years, and it remains the focus of all we do.

Duties & Responsibilities

HR Project Management:

  • Lead and manage various HR projects, including process improvements, policy developments, talent management initiatives, and special assignments.
  • Collaborate with cross-functional teams to achieve project objectives within established timelines and budget constraints.
  • Work with the HR Manager on developing new HR Projects.

Recruitment and Onboarding:

  • Develop and implement strategies to attract top talent, enhance the employer brand, and improve overall recruitment process.
  • Conduct market research and recommend innovative approaches to talent acquisition

Employee Engagement and Retention

  • Design and execute employee engagement surveys, analyzing results to identify trends and areas of improvement.
  • Create initiatives to enhance employer satisfaction, well-being, and retention.

HR Policy Development and Compliance

  • Develop, review, and update HR policies and procedures to ensure alignment with employment laws, regulations and best practices.
  • Monitor compliance with HR policies and identify areas for improvement.

Performance Management & Compensation:

  • Support the performance management process, including goal setting, performance evaluations, and feedback mechanisms.
  • Provide guidance to managers and employees on performance-related matters.
  • Manage compensation benchmarking to ensure competitive pay practices.

HR Data Analytics:

  • Collect, analyze, and interpret HR Data to generate meaningful insights and support data-driven decision-making.
  • Prepare reports and presentations to communicate HR metrics and trends to leadership.

Payroll Administration

  • Process bi-weekly or monthly payrolls for all employees, ensuring compliance with federal and provincial regulations as well as organizational policies and requirements.
  • Ensure accurate and timely processing of payroll.
  • Maintain and update employee payroll records, including timesheets, leave balances, and other relevant documentation.
  • Calculate and withhold taxes, social security, and other deductions.
  • Prepare and submit payroll reports, including year-end tax documents.
  • Address employee questions related to payroll and resolve any discrepancies promptly and professionally.

Skills & Qualifications

  • Bachelor’s degree in human resources or business administration, or other relevant discipline.
  • 5 to 7 years of recent HR roles with exposure to diverse HR functions and special projects.
  • Experience working for a band government or Indigenous organization is an asset.
  • In-depth knowledge of HR best practices, labor laws, and regulations both federally and local to BC.
  • Master’s degree in human resources management or related field is preferred.
  • Payroll & HR certification is an asset. (e.g., CPHR, PCP).
  • Strong leadership skills with the ability to lead projects and work with diverse individuals to identify issues, design solutions, and evaluate results.
  • Strong analytical and problem-solving abilities, with a focus on date-driven decision-making.
  • Proficient in MS Office applications.
  • Strong organizational and time management skills with an attention to detail.
  • Experience in processing bi-weekly & monthly payroll.
  • Proficient in using HRIS and payroll systems.
  • Strong interpersonal, communication, and presentation skills with the ability to professionally connect with and influence a diverse group of individuals.
  • Excellent interpersonal and communication skills, both verbal and written.
  • Ability to meet intensive and changing deadlines.
  • Experience in change management and organizational development.
  • Valid BC driver’s license.
  • Satisfactory completion of criminal records check (with vulnerable sector screening if relevant).

Salary Range: $30.35/hr - $37.49/hr
