About Palette Skills :
Palette Skills is a national nonprofit that trains Canadians for careers in growing industries. Since our launch we have created three successful upskilling programs : SalesCamp, which prepares people for the world of B2B tech sales, Digital Agriculture and Automation, and previously, Accelerated Cyber Security Training Program.
While these sectors are different from each other, our approach is the same : to train and connect individuals with great foundational skills to employers struggling to find the talent they need.
Palette Skills launched Upskill Canada in April 2023, to help our country make the most of our talent advantage, while building a more inclusive economy in the process.
Upskilling workers at the scale necessary requires an ecosystem-level approach. Palette Skills is taking the insights, models, and lessons we’ve learned over the past five years and working with delivery partners across the country to develop a new talent system that enables cross-sector career transitions through employer-led upskilling.
What You’ll Be Doing :
The Delivery Partner Manager is responsible for supporting, monitoring, and optimizing the performance of delivery partners to ensure the successful execution of upskilling programs while fostering strong partnerships and adherence to quality standards.
Responsibilities include, but are not limited to :
- Review and provide feedback on preliminary upskilling program applications and assist with internal review of full applications to ensure alignment with program criteria.
- Assist with the recruitment, onboarding, and contracting of External Review Panel Members to facilitate the review process.
- Cultivate and maintain strong relationships with Delivery Partners, fostering open communication, trust, and collaboration.
- Monitor and assess Delivery Partner performance to ensure program metrics are being met, and align with program outcomes.
- Collaborate with cross-functional teams, including Operations, Learning Sandbox, and Research and Evaluation, to strategically identify and plan Delivery Partner support tools and events aimed at enhancing program outcomes.
- Identify risks, challenges, and issues that may arise during program delivery and effectively work with Delivery Partners and internal teams to develop solutions and implement corrective actions ensuring program success.
- Communicate program updates, changes, and important information to the Senior Manager and internal stakeholders.
- Collaborate with the marketing team on participant and employer recruitment campaigns to support Delivery Partner outcomes.
- Ensure Delivery Partners fulfill regular reporting requirements to Palette Skills in a timely and effective manner, providing necessary support and guidance.
- Collaborate with the finance department to manage the quarterly program claims process, ensuring compliance with financial requirements and deadlines.
- Establish and maintain processes to ensure consistency in outcome tracking and Deliver Partner performance management. This includes developing and documenting Standard Operating Procedures (SOPs) that are tailored to the needs of the Delivery Partner Manager team.
- Maintain regular communication with Deliver Partners to share updates, answer questions, and work through roadblocks.
Project and Data Management :
- Must be bilingual with strong communication skills in both French and English (verbal and written); Francophones preferred.
- Manage projects that support the above responsibilities for the Delivery Partner Manager team.
- Collaborate with cross-functional teams and Delivery Partners to assist in building strategic approaches to Delivery Partner program support.
- Create and execute project plans by appropriately prioritizing and assessing internal and external partners' capacity, resources, and timelines.
- Identify and implement opportunities for continuous improvement of Delivery Partner Manager team processes, tools, and techniques to enhance efficiency and effectiveness.
- Analyze program data and share results with cross-functional teams to support and improve Delivery Partner outcomes.
Qualifications :
- Bilingual English-French preferred
- 2-5 years of experience as a Manager of Partnerships or related position
- Experience working with or in the post-secondary education system
- Advanced interpersonal skills including the ability to relationship-build with individuals at all levels of an organization
- Excellent written and oral communication including developing and presenting outreach strategies, participating in public affairs, and public speaking
- Proven success with partner / client recruitment, onboarding, and support
- Creative and proactive thought leadership that seeks out opportunities for mutually beneficial partnerships

Reporting Structure :
You will report directly to the External Programs Manager (or designate), whose job is to support you and make sure that you have everything you need to succeed budget, resources, access, subject matter expertise etc.
