Responsibilities
Reporting to the District Manager, Parks Operations, the General Supervisor, Parks Operations & Technical Services primary function is to provide leadership, general supervision and direction to the Parks Operations and Parks Technical Supervisors in consultation with District Manager for their assigned area.
- Implements detailed plans and ensures compliance with Council Directives, City & Divisional policies, procedures, established practices and maintenance standards regarding program specific requirements.
- Assess current practices and make recommendations to improve operational efficiencies
- Supervises, motivates and trains assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
- Recommends to Manager the overall scheduling of District projects, maintenance operations, vacation schedules and overtime requests. Monitors performance and attendance management. Provides support to supervisors in the delivery of progressive discipline and liaises Corporate Labour Relations and makes recommendations to the Manager.
- Coordinates payroll with support staff.
- Works with Divisional Finance and other divisions to manage and coordinate district and city wide purchasing.
- Coordinates district work selection.
- Liaises with WSIB Consultants and the WSIB to manage workplace injuries, costs and return to work in consultation with the Manager.
- Provides support to supervisors in the development and monitoring of their area budget, variance reporting and expenditure control. Coordinates capital budget and prepares operating impact of capital.
- Participates in the review, district consultation and formulation of policies, performance standards and procedures of parks or technical services operations. Represents District on assigned committees.
- Ensures that the Manager, Parks Operations, is apprised of all issues impacting the efficiency of all district parks and technical services operations.
- Responsible for maintaining fleet and small equipment inventories, coordinating fleet replacement program and monitoring maintenance charges.
- Monitors and provides analysis of the Work Order Management System.
- Prepares draft reports, documents and correspondence for Managers approval.
- Ensures the delivery of quality customer service by investigating internal / external complaints and implementing actions for a satisfactory resolution.
- Liaise with City officials, members of Council and the public regarding information exchange and responding to inquiries / complaints re Parks or Technical services operations as required.
- Performs other duties as assigned.
Key Qualifications :
Management experience gained through progressively responsible positions managing operational units.Considerable experience and of Parks Operations (Turf, Horticulture, General Services, Technical Services and Parks Construction).Considerable experience supervising in an operations or technical services environment, including management of personnel, contracted services, and in the overall implementation and delivery of services.The ability to initiate and implement procedures and measures to increase operational efficiency.Highly developed problem solving and interpersonal skills, budget management, sound judgement and excellent communication skills both orally and in writingSupervisory and management skills evidenced by the ability to motivate, coordinate and lead staff.Extensive knowledge and application of the Occupational Health and Safety Act and Regulations and Legislation, the Collective Agreements and related Labour Legislation.Knowledge of corporate computer software programs including : Microsoft Word, PowerPoint, and proficient in the use of Excel and SAP.Possession of a valid Ontario Class "G" Driver's License and the ability to pass a City of Toronto driver's test.Applicants are required to have access to an automobile for work related purposes.
