THE ROLE
Starlight is a leader in renewable energy development, specializing in solar and battery energy storage systems (BESS). We are committed to advancing clean energy solutions while working collaboratively with communities, stakeholders, and regulatory bodies. As we expand our Alberta portfolio, we seek a talented and motivated Regulatory and Public Consultation Manager to join our team.
The Regulatory and Public Consultation Manager will be a key player in our development team, responsible for navigating complex regulatory frameworks, managing and actively participating in public and government consultations, and ensuring compliance with municipal, provincial, and federal regulations. This position requires a proactive individual who is both detail-oriented and skilled at building strong relationships with stakeholders. The position will work in close collaboration with our technical consultants, advisors, legal and local development partners.
KEY RESPONSIBILITIES
Regulatory Management
- Assist with drafting and conducting reviews of Alberta Utilities Commission (AUC) application documents for solar and BESS projects.
- Monitoring and managing AUC proceeding processes.
- Review and manage environmental assessments and supporting materials.
- Coordinate municipal development and building permit applications.
- Assist with drafting, review and management of submissions for other provincial and federal regulatory requirements.
Public and Government Consultation
Create public and government engagement plans tailored to each project.Manage consultation logs, ensuring all interactions are documented and follow regulatory standards.Be available to meet with stakeholders, including residents, landowners and government officials, to discuss projects, address concerns, and foster positive relationships.De-escalate conflicts and ensure productive dialogue with opposition groups.Represent Starlight at public hearings, open houses, and meetings with government agencies.SKILLS & COMPETENCIES
To be successful in this role, you will demonstrate :

5+ years of experience in regulatory affairs or public consultation within the renewable energy sector (preferably solar).Background in environmental permitting or municipal planning.Prior public consultation experience involving renewable energy projects.Knowledge of community engagement best practices.Demonstrated ability to de-escalate conflicts and build consensus.Experience preparing and managing AUC applications for solar power plants or similar projects.Proven track record in public consultation and government affairs.Familiarity with Alberta’s regulatory landscape for renewable energy projects.WHAT WE OFFER
