Job Overview
The Senior Data Architect / Engineer Consultant will work with the organization to advance the enterprise data transformation initiative. The consultant will be instrumental in designing distributed data architecture and governance models, aligning them with organization’s priorities and legislative requirements to support enterprise data management and analytics capabilities.
Responsibilities
Technical Design and Advisory
- Conduct a detailed review of potential data and analytics use cases across the organization and develop an inventory of data products for a future-state enterprise data platform.
- Evaluate the feasibility of the organization conceptual design for a distributed, domain-based data model, providing recommendations that align with business requirements.
- Create high-level design specifications for an enterprise conceptual model, focusing on central and distributed domains, including the management of reference and master data.
Governance Framework Development
Provide recommendations for a distributed data governance approach that balances centralized oversight with domain-level flexibility.Develop a governance framework clarifying roles and responsibilities, including mapping data policies and standards.Deliver at least one governance standard as a Minimum Viable Product (MVP).Enterprise Data Maturity Assessment
Perform a maturity assessment of data and analytics practices across the organization, establishing baselines and standardizing processes for data product development.Collaboration and Enablement
Work collaboratively with stakeholders to define data standards, an operating model, and leadership structures to strengthen governance and accountability.Contribute to developing tools, frameworks, and reskilling strategies to enhance advanced analytics capabilities across the organization.Deliverable Production
Produce artefacts and documentation to support the implementation of the new distributed data architecture, serving as a foundation for a three- to five-year transformation roadmap.Qualifications
Required Skills and Experience :
10+ years of experience in data architecture and engineering, with expertise in designing distributed and centralized data governance models.Proficiency in enterprise data platform design, including managing data domains, reference data, and master data.Strong understanding of data governance principles, data management practices, and regulatory compliance frameworks.Proven track record of developing governance frameworks and implementing data standards in complex, multi-stakeholder environments.Experience with maturity assessments of data and analytics practices and developing roadmaps for capability enhancement.Demonstrated ability to collaborate effectively with cross-functional teams and executive leadership.Technical Competencies :
Knowledge of modern data architecture principles, including distributed data models and domain-oriented designs.Familiarity with cloud-based data platforms and tools, especially within government or public service contexts.Experience in privacy and security safeguards for data governance and management.Soft Skills :
