Position Purpose
We are looking for an experienced leader to articulate a strategic vision for the Digital Health Solutions National Conformance Program aligning with objectives listed in the shared pan-Canadian Interoperability Roadmap and formally design, develop and deliver this program.
In collaboration with a highly matrixed team, this role will be responsible for establishing, building and operating the environment required to support a vendor product conformance assessment against published interoperability products. The Director serves as the primary subject matter expert on conformance, focusing on technical capabilities, tools, and knowledge with the pan-Canadian specifications on interoperability. The successful candidate will apply their technical know-how, business acumen, relationship building skills, industry knowledge and proven integration experience to establish and operate a market-focused conformance service.
The incumbent will work closely with internal and external peers, including jurisdictions, clinicians, solution providers, and vendors, leading the implementation and setup of a Connectivity Testing Platform and execution of technical connectivity events (Projectathons) that trial collaboratively developed interoperability specifications with the market. This includes presentations, planning, development, configuration and maintenance of sandbox environments and related infrastructure needed to onboard technology partners. In collaboration with industry and partners, using this Connectivity Testing Platform the incumbent will develop and administer the National Conformance Program aligned with the stated objectives expressed in the pan-Canadian Interoperability Roadmap.
Responsibilities
Lead the design, development, and implementation of the Digital Health Solutions National Conformance Program, ensuring compliance with national health standards and regulations.Socialize the program design, seek feedback and secure endorsement from PT and vendor stakeholders.Oversee all technical components of the program, including technical conformance tools, conformance software development, and supporting technical components.Oversee the creation and refinement of conformance criteria, certification processes, and related documentation.Establish and manage key performance indicators to measure program effectiveness.Under guidance from senior leadership, design a Conformance Assessment program to assess and validate industry alignment to pan-Canadian interoperability specifications.Directly manage and lead a team responsible for the execution of the conformance program, including the technical requirements.Develop and implement project plans, including timelines, budgets, and resource allocationProvide oversight and direction to the certification process, including application procedures, evaluation criteria, and issuance of certification.Identify a Canadian-based technical delivery partner to host an instance of the Gazelle testing platform and establish the first technical testing baseline to support the PS-CA specification.Monitor program progress and identify areas for improvement, implementing corrective actions as necessaryManage program resources, including personnel, budget, and technology requirementsCreate onboarding processes and launch a self-serve / self-assessment testing service for participating vendorsExtend the conformance program to other components listed in the Shared pan-Canadian Interoperability RoadmapEngage stakeholders, lead discovery sessions, evaluations, and technical designs for integrationsIntegrate, test and validate technical solutions, simulators and validators and verify they meet operational requirementsMaintain documentation regarding configurations, operations and troubleshooting proceduresIdentify resource gaps and work with senior management to secure necessary support for program successOrganize and lead technical connectivity events aligned with the Reference ArchitectureEducation
Degree in Computer / Software Engineering or a related fieldSkills & Expertise
Must have intimate, working knowledge of applicable Digital Health IT standardsMust have strong technical and / or solution architecture backgroundStrong software development, architecture and product development skills, with extensive experience in Health IT Standards (e.g., HL7, IHE, SNOMED, LOINC)Ability to work on multiple initiatives simultaneously and vision to recognize opportunities that will help our customers become more successful and efficientMust be familiar with the concepts represented in an IHE profile, the IHE Connectathon and comfortable with technical testing eventsHands-on experience with system integrations (APIs), documentation and sandbox environments and implementation guidesExcellent analytical skills to analyze, diagnose and solve problemsExcellent interpersonal and communication skills and attitude to thrive in a high-production, customer focused environmentExperience with identity management systems and standards governing them (OAuth, OIDC) an assetExperience with security protocols and best practices for application security an assetExperience with procurement processesExperience with industry events, organizing and participating – a definite assetStrong team player, ability to multitask and keen attention to detailAbility to travel up to 20% of the timeRelevant Experience
