Job Summary

The Team

The Office of the Indigenous Child Welfare Director (ICWD) is a new division in the Ministry of Children and Family Development set up to shift and improve BC's child welfare system and create changes that align with Indigenous rights, laws, and priorities as part of a joint jurisdiction model of service delivery. The division will provide leadership and advice for services to First Nations, Métis, and Inuit families delivered under the Child, Family and Community Service Act (CFCSA) and directly support the implementation of Indigenous jurisdiction.

The Role

The Senior Manager, Planning, Reporting and Engagement reports to the Assistant Deputy Minister (ADM) and is a member of the Divisional Executive. It supports the ADM and Executive Directors in planning and alignment of division business to overall ministry strategic direction, aligning available resources to priorities, and cross-divisional planning, reporting and accountability tracking. The senior manager establishes relationships with a wide network of senior ministry and Indigenous community representatives, conducting engagement initiatives, managing strategic communications and performing issues management. This is a wonderful opportunity for an experienced manager to contribute to business planning, reporting and engagement in the new Indigenous Child Welfare Division.

Qualifications :

Education and Experience

  • At least two years of post-secondary education in one of the following areas : business administration, public administration, communications, public affairs, Indigenous studies, social work, law, political science, or a related discipline WITH at least two years in each of the following :
  • Experience in an advisory role, reporting to a senior official in an executive-level office in an Indigenous Nation or municipal, provincial or federal government.
  • Experience managing the development and implementation of communications and engagement strategies and initiatives.
  • Experience with issues management including responding to issues, coordinating responses, and using tact and judgement.
  • Experience developing and managing strategic relationships with senior internal and external partners to advance organizational objectives.
  • Experience prioritizing and managing multiple projects and tasks in a dynamic environment with constantly changing priorities and evolving issues, under significant time constraints.
  • Experience preparing written and oral communications, including conveying, interpreting, and presenting data and information to senior executives.
  • Experience leading and facilitating meetings online, in office, or in community.
  • Experience conducting business planning and managing an organizational budget.
  • A combination of education and experience may be considered (e.g., at least four years of experience in lieu of post-secondary education).

Preference may be given to those with :

  • Applicants who self-identify as Indigenous (First Nations, Inuit and / or Métis), with the required combination of education and experience.
  • Applicants who self-identify as Black or a person of colour, or people who identify as LGBTQ2S+ and / or people with disabilities with the required combination of education and experience.
  • Additional years of experience in any of the above requirements.
  • Experience working with, for or in collaboration with First Nations governments.
  • Experience working in an organization providing social services to children, youth and families.
  • Experience working in or with BC's child welfare system.
  • Experience with Indigenous jurisdiction in BC's child welfare system.
  • Experience supporting a BC Public Service Assistant Deputy Minister or Deputy Minister in a business planning role.

    Flexible work options are available; this position may be able to work a hybrid schedule as per the Telework Agreement upon discussion with supervisor.
