Hybrid Job : This job offers the opportunity to work from home as part of a hybrid work arrangement. This arrangement will allow you to work some days at a TCHC work location and the rest of the time from home. The amount of time required to work at a TCHC work location is flexible, while considering operational and service delivery requirements.

Make a difference

Reporting to the Manager of Investigations, the incumbent will conduct investigations into suspected fraud, criminal matters and corporate misconduct. The successful candidate will liaise with external agencies (e.g. regulatory and law enforcement), compile and maintain case files, prepare legal briefs, attend court hearings and maintain thorough knowledge of legislation and procedures relevant to TCH, while adhering to MFIPPA and PIPEDA rules in a manner that aligns with TCHC's tenant focused culture.

What you’ll do

  • Investigate alleged illegal activities and misconduct of employees, residents, or companies in a relationship or seeking to do business with TCH (e.g. misrepresentation of tenant income, theft (internal / external), other criminal acts, and regulatory or policy breaches).
  • Undertake questioning of victims, suspects, residents and / or employees.
  • Compile documentary evidence including legal contracts, financial records, bank statements, corporate records, witness statements, etc. and ensure evidence is available and organized for presentation.
  • Analyze information and determine viability of cases, prepare briefing notes, extensive reports, and make recommendations on further action as appropriate.
  • Ensure that any information received has been properly supported, is confidential and complies with any rules of evidence for litigation purposes.
  • Ensure proper liaison is established and maintained with law enforcement and regulatory agencies throughout the investigative process.
  • Prepare and deliver seminars to site staff on fraud as required.
  • Attend court and provide briefs to counsel.
  • What you’ll need

  • Minimum 5 years extensive job related experience.
  • College diploma in relevant area would be an asset.
  • Thorough knowledge and experience in investigative procedures and methodologies involving fraud, corporate and criminal investigations, with adherence to privacy legislation and human rights.
  • Knowledge and experience in Federal, Provincial and Municipal law.
  • Working knowledge of legislation that is applicable to Toronto Community Housing including the Residential Tenancies Act, the Human Rights Code and the Housing Services Act (formerly the Social Housing Reform Act).
  • Experience conducting interviews.
  • Ability to use judgment and discretion when dealing, and communicating with internal and external persons on sensitive issues.
  • Demonstrated experience utilizing computer applications and software packages such as MS Word, Excel and databases.
  • Experience in research, analysis and evaluation of information / data.
  • Excellent customer service skills and experience in providing respectful service.
  • Excellent document and data organizational skills.
  • Excellent judgment and problem-solving skills.
  • Detail-oriented with attention to data accuracy and interpretation.
  • Ability to prepare correspondence, statistics and reports.
  • Excellent communication skills both oral and written.
  • Excellent interpersonal skills and the ability to work both independently and in a team environment.
  • Possession of a valid Ontario Class “G” Driver’s License and has access to a car.
  • Ability to work extended hours and / or non-regular hours such as nights and weekends if required.
