INTERIM SENIOR BUYER

The BCGEU is seeking an experienced Senior Buyer to join the BCGEU procurement team on an Interim basis to support the union’s core mission : uniting working people in BC in a democratic organization that acts on their behalf, promoting their social, cultural, and economic interests.

As a Senior Buyer, you’ll manage the procurement of materials, goods and services for the BCGEU, ensuring you are optimising the cost, value, quality and service for the continued success and effectiveness of the Procurement Office, under the direction of the Procurement Officer and the Director of Investments and Pension Services. The Senior Buyer drives negotiations with suppliers, analyses market trends, and manages relationships with key stakeholders, playing a vital role in the operational efficiency and financial success of the BCGEU.

This position is located at our Burnaby office. Effective date to be determined.

DUTIES & RESPONSIBILITIES :

Procurement :

  • Strong working knowledge of procurement policies, procedures and practices
  • Collaborate with both internal and external stakeholders of the union to carry out procurement functions in a professional and courteous manner
  • Responsible for a variety of procurement functions including, but not limited to, preparation of competitive solicitation documents, issuing addenda and setting up evaluation processes for the project team.
  • Review technical specifications to determine the best procurement method to be used for the specific goods and services.
  • Collaborate with cross-functional teams to understand their requirements and provide procurement solutions that meet their goals.
  • Schedule demonstrations for Evaluation Team to determine that the technical specifications are suitable to meet the user department needs.
  • Perform market research and analysis of products and services and stay informed of market trends and changes.
  • Identify, evaluate, and selects suppliers based on submitted quote, proposal, quality, cost, and delivery capabilities
  • Identify cost-saving opportunities and implement strategies to optimize procurement processes and reduce expenses
  • Prepare detailed procurement specifications, formal solicitation documents; manage quotes and proposals submitted from suppliers and consultants; evaluate proposals, make detailed recommendation decision to Executive for final approval of award
  • Qualify vendors, evaluate bids and proposals, negotiate pricing terms and contracts to achieve cost savings and ensure value is maintained
  • Respond to inquiries and address issues promptly and effectively
  • Maintain accurate and timely records of procurement activities
  • Organize and prioritize a variety of projects and multiple tasks in an effective and timely manner, set priorities and meet deadlines

Contract Management :

  • Conduct complex negotiations to finalize contracts; negotiate terms and conditions with vendors to mitigate the risk to the BCGEU
  • Draft, review and ensure that contracts are executed in accordance with the BCGEU policies and procedures, and appropriate contract documents are used for the type of goods or services
  • Be fully aware of the benefits, potential risks, and other necessary details of each contract
  • Complete Change Orders as required
  • Manage contract records by inputting on tracking form and provide copies to Records Management
  • Insurance and WorkSafeBC :

  • Assess risk and apply appropriate insurance requirements based on the risk for the type of goods and services
  • Verify and manage required insurance and WorkSafe BC documents
  • Ensure renewal documentation is received in a timely manner and adheres to appropriate insurance for type of goods or services
  • Policy and Procedures :
  • Serves as a subject matter expert and point of contact for procurement practices, policies, and procedures
  • Ensure adherence of policy to procurement activities throughout procurement processes
  • Relationship and Communication :

  • Develop and establish strong internal staff and external vendor relationships
  • Effective communicator
  • Ability to take direction and make required adjustments and modifications as requested by the Procurement Officer and Executive Directors
  • Administration :

  • Maintain confidentiality in all matters pertaining to the BCGEU with current, proficient knowledge of the documentation and procurement practices, policy and procedures
  • Ensures that competitive bid documents (Request for Proposals, Construction Tenders, and Request for Quote, Request for Information, Request for Standing Offer, etc.) including performance standards, tolerances, warranties and maintenance requirements are accurately documented, processed and filed
  • Identify opportunities for process improvements and implement best practices in procurement
  • Perform other procurement / purchasing related duties and responsibilities as required and assigned
  • QUALIFICATIONS & EXPERIENCE :

    The successful applicant will possess the following :

  • Post-secondary degree or certificate, supplemented by a recognized buyer / purchasing diploma, such as CPSM, CPPM, SCMP, PSPP or PCMP
  • A minimum of 7 years, full time, recent work experience in a Senior Buyer role with substantial responsibility
  • A minimum of 7 years, full time, recent work experience in negotiating pricing / fees with suppliers
  • A minimum of 7 years recent work experience in drafting contract documents
  • Strong knowledge of procurement best practices, market trends, spend and needs analysis and supplier management
  • Experience in drafting procurement documents for complex procurements that may be considered high profile, high risk, high dollar value and / or politically sensitive
  • Strong knowledge and experience in drafting contract documents and their provisions meanings to mitigate risk
  • Strong attention to detail to ensure accuracy in contracts, pricing and specifications
  • Strong knowledge of risk mitigation and insurance requirements for purchases of specific goods and services
  • Strong, clear, and concise communication skills, both written and verbal
  • Strong working knowledge of procurement policies, procedures and practices
  • Ability to maintain cooperative relationships with vendors
  • Ability to take direction from Procurement Officer and Executive Directors and make required adjustments and modifications as requested
  • Strong customer service focus and interpersonal skills
  • Strong analytical and numerical skills
  • Demonstrated ability to work independently, under pressure, while managing multiple tasks with strong attention to detail, and meeting time limits
  • Proficiency with Microsoft Office Suite of products as well as Sharepoint, Outlook, and Teams.
  • Ability to be flexible, adaptable, and resilient to change

  • SALARY & BENEFITS

    Bi-Weekly : $4,408.03 - $4,788.96

    Annual : $115,002.42 – $124,940.61

    Regular full-time position. This is a unionized position, and all terms of employment are governed by the applicable collective agreement. Paid vacation (5 weeks), comprehensive benefits package, and enrolment in the Public Service Pension Plan.

    Travel is required; therefore, applicants must hold a valid B.C. Driver's license. As part of your terms of employment, you will be required to have an approved, union-made, non-luxury vehicle upon successful completion of the six-month probationary period. Full details and conditions can be found in the BCGEU BCUWU collective agreement.

    Upon the successful completion of the probationary period, the successful candidate may be considered for a hybrid work arrangement subject to the terms of the collective agreement.

    The BCGEU does not reimburse moving expenses for successful candidates living outside of the greater Vancouver region.
