Job description

Do you care about empowering and supporting the autonomy and well-being of First Nations individuals in Québec? Would you like to make a meaningful contribution to the development and prosperity of communities by joining a committed and purpose-driven organization?

The First Nations Human Resources Development Commission of Quebec (FNHRDCQ) is seeking an Executive Director to lead the organization in fulfilling its mission. Under the authority of the Executive Committee and in compliance with the FNHRDCQ’s by-laws, values, and strategic directions, the Executive Director will ensure the sound management of the organization’s services and resources while supporting the achievement of mandates and strategic objectives.

Key Responsibilities

  • Innovate, define and propose objectives, directions and indicators for strategic plans based on the First Nations’ issues and priorities
  • Identify political and strategic issues that need to be brought to the attention of the Regional Chief and the Chief responsible for the FNHRDCQ file
  • Advocate for the interests of the collective (local and urban) at the national and provincial levels by participating in committees, engagement sessions, technical work, and negotiations
  • Seek out development opportunities that could help the organization fulfill its mission and mandates

Governance and Leadership

  • Ensure sound governance of the organization, in accordance with the FNHRDCQ’s statutes, by-laws, regulations and values
  • Ensure the provision of professional services by the organization in the areas of human resources, employment, training, and skills development
  • Participate in any other related tasks that are essential to ensure effective operations and development of the organization
  • Partnerships and Representation

  • Act as a resource person for the APNQL Regional Chief and the Assembly of Chiefs
  • Establish and maintain a network of strategic relationships with elected officials and representatives of member communities, Indigenous organizations, government departments, and other partners
  • Represent the FNHRDCQ at regular meetings of the AFNQL Regional Commission and Organizations (RCOs) to address issues and matters of interest that affect the employability of First Nations and other sectors of activity
  • Promote the organization and oversee the development of public relations initiatives aimed at improving its visibility, brand image, and credibility
  • Act as a spokesperson to respond to media inquiries and other public relations requests

  • Required Qualifications

  • Bachelor’s degree in business administration or equivalent training
  • Minimum of five (5) to seven (7) years of executive-level management experience
  • Knowledge of the administrative functioning of services and programs offered to First Nations
  • Advanced proficiency in both English and French (50% of communications are conducted in English)
  • Be guided by the principles and values of First Nations and the organization
  • Required Skills

  • Demonstrate leadership skills to guide the organization, inspire and mobilize all stakeholders involved with the FNHRDCQ
  • Possess political acumen and strategic thinking skills
  • Possess strong interpersonal and change management skills
