To proactively address future challenges and best meet the changing needs of Durham Region, DRPS has embarked on an exciting period of growth as it looks to revitalize and expand its physical infrastructure. It is within this context that DRPS is seeking its Manager, Purchasing.
Reporting to the Director of Business Services, the Manager leads the procurement of goods and services to support DRPS operations. The Manager works collaboratively with internal clients, oversees supplier relationship management, contract negotiations, and develops procurement strategies to optimize costs savings and operational efficiency. As the senior purchasing leader for DRPS, the Manager ultimately plays a critical role in ensuring the Service has the resources it needs to grow and transform while maintaining fiscal responsibility, mitigating risks, and driving process improvements in procurement.
As an ideal candidate you have a university degree in a relevant field (Supply Chain, Logistics, Business Administration, Commerce, Economics, etc.) and a minimum of 8 years of strategic procurement experience acquired in a complex, unionized, operational environment. You bring a diverse array of public procurement experience and expertise in various forms of procurement methodologies for the acquisition of a wide range of goods and services. DRPS will benefit from your demonstrable skill in managing large-scale procurement budgets, driving cost-saving strategies, and implementing financial controls to enhance purchasing efficiency. You have experience in providing strategic procurement advice and in establishing appropriate policies and procedures to govern the procurement process, in monitoring fairness and compliance, and in establishing and reporting on KPIs. You are highly valued for your outstanding interpersonal skills as well as your positive, collaborative and transparent leadership style. You have a passion for coaching, mentorship and building cohesive high performing teams united in a culture of continuous improvement and client service excellence. A professional certification such as a Certified Public Procurement Officer (CPPO), Supply Chain Management Professional (SCMP), or Certified Professional Public Buyer (CPPB), is preferred.
