About the Position
Under the direction of the Manager of Public Works, the Water Meter Compliance / Backflow Prevention Supervisor is responsible for the maintenance, replacement and operation of the City’s water metering infrastructure. Additionally, this position will initiate the implementation and maintain oversight of the municipal Backflow Prevention Program.
Hours of work include Monday to Friday, 40 hours per week.
Duties & Responsibilities
The duties listed are not meant to provide a description of each and every job performed but only those which represent the core functions of the job.
-Direct, supervise and lead the Water Meter section of the Public Works division including assigning tasks, reviewing completed work, providing guidance and support to field staff.
-Respond to customer complaints and inquiries including low pressure and meter related inquiries.
-Update and maintain City metering standards as required.
-Ensure water meter records are accurate.
-Develop and implement an ICI UME replacement strategy.
-Review drawings for appropriate meter installation and sizing ensure maximum capture of water consumption.
-Stay up to date with all meter technology including, measurement, communications, software and hardware.
-Coordinate all required testing and reporting as it pertains to regulatory requirements for lead in drinking water (Corrosion Control Plan).
-Responsible for the creation, implementation and ongoing oversite of the City of Welland’s backflow prevention program.
-Oversight over inventory and related stock and materials.
-Ensure compliance with Ministry of Labour, Training and Skills Development, Occupational Health and Safety Act,
-Ministry of the Environment, Conservation and Parks, City of Welland Policy and By-Laws.
-Other duties as assigned.

What you need to Succeed...
-Five (5) years’ related experience in Water Operations.
-Licensed Plumber (Red Seal).
-Class I Water Distribution License is considered an asset.
-Thorough knowledge of the Occupational Health and Safety Act.
-Excellent written communication skills, with the ability to complete inspection reports and memos and create SOP’s, technical specifications, and work instructions.
-Ability to meet deadlines, function well under pressure and respond to frequently changing demands.
-Demonstrated proficiency in Microsoft Office Suite, and various database applications.
-Excellent knowledge of Provincial and Municipal regulations related to the Ontario Building Code and Municipal Water Standards.
-Progressive leadership experience, in a unionized environment is considered an asset.
-Possess a valid Class “G” Ontario Driver’s License with a clean driving record.
Salary and Benefit Information
$97,156-$113,659 (2026 rates) plus a comprehensive benefits package, and OMERS pension.
