Job description

Why You?

We are looking for a dynamic and collaborative leader to join the Town of Innisfil and our Capital Engineering team as Manager of Capital Engineering (8-Month Contract). In this upcoming temporary vacancy, you will make a lasting impact on our forward-thinking organization and rapidly-growing community!

As a key member of the Town’s Leadership Team, you will be committed to the guiding values of the Town of Innisfil’s Strategic Plan 2030, and will be responsible for the strategic direction, management, and administration of the Town’s capital engineering program accommodating growth and asset replacement to create a sense of place for both existing and future residents, as well as:

  • Overseeing the completion and implementation of Master Plans and Studies, including the Transportation Master Plan, Stormwater Management Master Plan and Flooding Strategy, and Land and Lakes Plan.
  • Overseeing the planning, design and construction of Town capital engineering projects and developer funded capital projects and making recommendations on the hiring of consultants/contractors.
  • Conducting infrastructure needs assessments and preparing long term and annual business plans to maintain existing infrastructure and accommodate growth.
  • Overseeing the annual operating and two (2) year and ten (10) year capital budgets and long-range forecasts for the Capital Engineering team.
  • Managing overall performance according to key performance indicators and seeking and implementing operational efficiencies that enhance overall service delivery and customer service.
  • Preparing professional and independent reports/recommendations and attend Council, Council/Committee and public meetings.
  • Approval of all capital engineering technical reports and engineering drawings associated with all capital engineering projects and developer funded capital projects.
  • Leading and/or participating on corporate project teams; championing the corporate mission and values amongst all staff.
  • Establishing policies and service level standards for capital engineering; collaborating with other Leadership Team members to ensure consistency in the application of corporate goals and priorities while meeting capital engineering goals and objectives.
Job Requirements

The preferred candidate holds:

  • A university degree in Civil Engineering from an accredited university.
  • Holder of the Professional Engineer’s (P.Eng.) designation from the Association of Professional Engineers of Ontario (PEO).
  • A minimum of ten (10) years of significant demonstrated engineering, administrative and supervisory experience with a minimum of two (2) years in a management position. Preferred minimum of two (2) years in a municipal environment.
  • Significant demonstrated experience in civil engineering in a public works/municipal water/wastewater/storm/transportation/parks/trails/facilities environment including supervisory experience in a unionized environment.
  • A valid Class “G” driver’s license and a reliable vehicle to use on corporate business.
  • Availability to attend evening and/or weekend meetings or other events as required, on an often/frequent basis.
