About Our Opportunity

Reporting to the Manager, Program Investments, the Financial Consultant is responsible for the financial oversight and administration of federal / provincial programs such as the Labour Market Development Agreement (LMDA), and Canada-Nova Scotia Workforce Development Agreement. There is responsibility for financial oversight for the branch budget, forecast, and monthly reporting.

In this role, you'll have the opportunity to leverage your expertise in data analysis to drive informed decision-making and contribute to the achievement of our strategic objectives.

Primary Accountabilities

Key responsibilities include :

  • Developing and reporting of annual fiscal program and administrative budgets within federal / provincial programs. Maintaining accurate and detailed records of budgets and forecasts allocations among multiple program delivery regions within the Province.
  • Provides support to the annual federal / provincial program audits and internal governmental audits.
  • Contributes to Skills & Learning Branch special projects and initiatives, including support to the Labour Market Programs Support System (LaMPSS).

Qualifications and Experience

Bachelor’s degree, plus five (5) years related experience; or an equivalent combination of training and experience.  A degree in accounting is considered an asset. A Chartered Professional Accountant (CPA) designation or working towards a CPA designation is also considered an asset.

Experience in program and project management, including the administration, coordination, and financial management of funding programs and in the development and implementation of accounting controls and guidelines for budget management.

The successful candidate will have experience working with budgets, projections, and forecasts; calculating accruals, and preparing journal entries and year end adjustments, and demonstrate the ability to monitor and control expenditures. The ability to review, evaluate, and recommend allocations for project and program funding will be a key responsibility. Additionally, provide policy and procedural advice and guidance on funding and program related matters.

The successful candidate will have above average interpersonal skills, including the ability to work independently and with a variety of stakeholders, and above average communication skills, both written and verbal.  A high degree of analytical and problem-solving skills is required.

Knowledge of federal / provincial labour agreements and programs considered an asset. Experience in developing working papers, reconciliations, and draft financial statements for audits is also considered an asset.

Experience with Excel, SAP, Salary Analysis System (SAS), and the Labour Market Programs Support System (LaMPSS) are considered assets.

Working Conditions

Normal work week is 35 hours / week, 7 hours / day.

May be required to work overtime on occasion.

    Salary Range :   $2,556.10 - $3,107.16 Bi-Weekly
