Under the direction of the Senior Executive Director of Operations and Protective Services, the Human Resources Specialist - Recruitment performs a range of HR generalist duties supporting our City staff and day-to-day HR operations.

The functional areas of responsibility consist of recruitment and onboarding; policies and procedures; labour / employee relations; regulatory compliance; general HR administration; and the implementation of various HR programs and services.

The Human Resources Specialist - Recruitment is expected to provide resolutions and consulting and the above areas in order to maximize the effectiveness and performance of the City’s staff while supporting the delivery of City services to the people of Iqaluit.

Required Education and Experience   A university or College degree with a major in Human Resources or a Labour Relations Business Degree combined with a professional designation (CHRP, CHRL and / or CHRE) or professional certification in progress Minimum 3 years direct work experience in HR required.

Professional work experience in a government or municipal setting and / or work experience in a unionized environment Demonstrated work knowledge of multiple human resource areas preferred with experience in leading the recruitment function.

Demonstrated ability to provide beneficial recommendations to solve HR related issues related to regulations, laws and policies.

Excellent understanding of labour relations and human rights issues Possess a broad knowledge of the theories, principles and practices in the human resources field.

Technical Skills   Computer literacy, including effective working skills of MS Word, Excel, PowerPoint and e-mail required.

Ability to adapt to and learn fast new software.

Professional work experience in a government or municipal setting and / or work experience in a unionized environment Excellent understanding of labour relations and human rights issues Must possess strong administrative and organizational skills Able to work efficiently as a part of a team as well as independently.

Excellent time management skills.

Proactive, highly organized and extremely detail oriented Strong problem identification and problem resolution skills.

Ability to interpret and implement organizational policies and procedures Motivated individual with proven initiative.

Excellent typing skills, including proper spelling and grammar.

Sous la direction du directeur général des opérations et des services de protection, le spécialiste des ressources humaines (SRH) réalise une série de tâches généralistes en RH pour soutenir le personnel municipal ainsi et les activités quotidiennes des RH.

Les domaines fonctionnels de responsabilité comprennent le recrutement et l’intégration; les politiques et procédures; les relations entre le travail et les employés; la conformité réglementaire; l’administration générale des RH; et la mise en œuvre de divers programmes et services de RH.

Le spécialiste des ressources humaines doit fournir des solutions et des services de consultation dans les domaines susmentionnés afin de maximiser l’efficacité et le rendement du personnel municipal tout en appuyant la prestation des services municipaux à la population d’Iqaluit.

Formation et expérience requises   Diplôme universitaire ou collégial avec une spécialisation en ressources humaines ou un diplôme en relations professionnelles combiné à un titre professionnel (CRHA , CHRL et / ou CHRE) ou une certification professionnelle en cours.

Minimum de 3 ans d’expérience de travail direct en RH requis.

Expérience de travail professionnelle dans un milieu gouvernemental ou municipal et / ou expérience de travail dans un milieu syndiqué.

Connaissance professionnelle avérée de plusieurs domaines relevant des ressources humaines, de préférence avec une expérience de direction en matière de recrutement.
