Are you a visionary leader passionate about advancing education and regulatory standards? We’re seeking an Executive Director / Deputy Registrar for our Education and Standards & Guidance teams to drive strategic initiatives and lead impactful programs. In this critical role, you’ll oversee program development, entry-level competencies, and nursing and midwifery standards, ensuring all meet legislative requirements and support the strategic direction of our organization. What You’ll Be Doing

The Executive Director / Deputy Registrar, Education and Standards & Guidance (ED / DR, ESG) provides direction and oversight to achieve the strategic and operational goals and objectives related to education programs, entry-level competencies and standards and guidance. The ED / DR, ESG ensures program objectives are met in accordance with the relevant legislation, BCCNM bylaws and policies and in alignment with BCCNM’s Strategic plan.

This position plays a key role in supporting key strategic initiatives, ensuring integration of Education and Standards and Guidance across all regulatory functions. As well, the ED / DR, ESG participates as a member of the leadership team and applies their program expertise to contribute to long-term goals of the program.

Key Responsibilities Include :

  • Contributes to the longer-term strategy of BCCNM through their program expertise.
  • In consultation with the CO, RPP, directs the strategic and operational plans for the program; ensures effective development, implementation and evaluation of the program strategy and objectives.
  • In collaboration with program area Directors, provides direction and guidance to achieve program goals and objectives; Adapts operational goals and objectives and directs change as required.
  • Aligns employees with the strategic directions and organizational purpose.
  • Sets standards for performance and integrity with staff within the program area.
  • Represents the college on committees and working groups related to education programming, entry-to-practice competencies and standards and guidance, in alignment with the College’s strategic priorities.
  • In consultation with the program area Directors, ensures program activities are carried out in accordance with the relevant legislation, BCCNM bylaws and policies. Ensures appropriate allocation of resources within the program, and continual review and process improvement in accordance with the applicable principles.
  • Oversees the development, implementation, and evaluation of an aligned and cohesive education program review process; ensures transparency and collaboration across all stakeholder groups as appropriate.
  • Provides oversight to the development, implementation, maintenance, and evaluation of an aligned approach to entry level competencies across all four nursing designations; collaborates with the Chief Nursing Officer and the Ministry of Health (MoH) to ensure approach is aligned with government expectations.
  • Oversees the development, implementation, and evaluation of an effective and efficient regulatory learning program that leverages technologies to ensure province wide dissemination and access.
  • Demonstrates a commitment to ongoing learning related to Indigenous cultural safety and humility and supporting organizational actions towards addressing indigenous-specific racism in BC’s health care system.

Your Education & Skills

  • Master’s degree in management, administration, or a related health discipline; bachelor’s degree plus equivalent experience may be considered. Extensive working knowledge of the health care system in BC and across Canada essential.
  • 15 or more years of progressively responsible experience as a senior leader in health care, professional nursing or midwifery practice, health or professional regulation or a related field.
  • If a nurse, must hold practicing registration in good standing with BCCNM or be eligible for practicing registration with BCCNM. If a midwife, must hold practicing or non-practicing registration in good standing with BCCNM.
  • Demonstrated leadership ability and excellent interpersonal skills. Proven management skills within a professional environment which has both unionized and non-union (excluded) staff an asset.
  • Proactive, with a demonstrated ability for implementing strategy and aligning and achieving operational outcomes.
  • Knowledge of applicable legislation including but not limited to the Health Professions Act , the upcoming Health Professions and Occupations Act (HPOA) , the Declaration on the Rights of Indigenous Peoples Act , Freedom of Information & Protection of Privacy Act and the Criminal Records Review Act .
  • Demonstrated evidence of systems thinking and application. High level of critical and logical thinking, analysis, and / or reasoning to identify underlying principles, reasons, or facts.
  • Excellent oral and written communication skills and the ability to communicate effectively with individuals at all levels internally and externally.
  • Politically astute and culturally sensitive. Able to deal with people and to represent the organization tactfully, diplomatically, and professionally at all times.
  • Strong presentation, facilitation, and negotiation skills.
  • Proven experience managing multiple simultaneous projects.
  • Ability to establish and maintain strong working relationships with a variety of stakeholders.
  • Ability to identify developmental needs of employees and to provide coaching, mentoring, and other assistance.
  • Strong working level knowledge and experience using current version of MS Office.
  • Change / project management experience and expertise an asset.
  • Knowledge of Canadian colonial impacts on Indigenous people in social and health contexts, including social, economic, political, and historical realities impacting Indigenous communities and knowledge of Indigenous-specific anti-racism and accompanying reports (e.g. The Truth & Reconciliation Commission’s 94 Calls to Action (2015), the In Plain Sight Report (2020), and Reclaiming Power and Place’s Calls for Justice (2019)) is an asset.
  • Models and supports team commitment to cultural safety and Indigenous-specific anti-racism in the healthcare system. Demonstrates humility and heart-led leadership.
  • Demonstrated understanding of equity, diversity, inclusion, and cultural humility as they apply to nursing and midwifery practice and health care is an asset.
