Job description

MatchBox Consulting Group is currently seeking a Senior Technical Business Analyst for a 12-month contract role (with the possibility of extension) with a public sector client of ours located in the Greater Victoria BC area. Candidates must be local to Victoria (or Vancouver Island) with the ability to work in a hybrid work model.

The role focuses on translating high?level business needs into actionable technical and functional requirements across complex, multi?stakeholder initiatives.

Scope of Work

  • Lead technical business analysis activities across the full project lifecycle
  • Elicit, analyze, and document business, functional, and technical requirements
  • Facilitate requirements workshops with business and technical teams
  • Develop and maintain standard project artefacts (scope, process flows, test plans, operating models)
  • Support solution design, data requirements, system integration, and SDLC alignment
  • Coordinate system and user acceptance testing (UAT)
  • Contribute to program planning and delivery activities
  • Recommend and document process improvements and future?state designs


Project Context / Technology
  • Municipal operational technology initiatives (Public Works focus)
  • Systems such as SCADA, GIS, asset management, Routeware
  • Strong preference for experience with Microsoft M365 ecosystem
  • Exposure to cloud services (IaaS, PaaS, SaaS) and integration environments


Required Profile
  • Senior Technical BA with 5+ years experience (more preferred)
  • Strong technical awareness: data, architecture, integration, and SDLC
  • Experience in public sector environments strongly preferred
  • Ability to work closely with Project Managers and technical teams
  • Strong facilitation, documentation, and stakeholder management skills
  • Business Analysis certification (CBAP / PMI?PBA) considered an asset
