Job description

Le Centre de santé Tulattavik de L’Ungava est situé à Kuujjuaq. Il dispense l’ensemble des services de santé et services sociaux dans la partie est du Nunavik. Il dessert sept communautés Inuites avec autant de CLSC, un centre pour personnes âgées et un centre hospitalier à Kuujjuaq. Il emploie environ 1,000 employés : administrateurs, professionnels, médecins, dentistes, psychologues, infirmiers, travailleurs sociaux, personnel de soutien, employés occasionnels, etc.

Les communautés du Nunavik sont situées au nord du 55e parallèle où prévaut un climat subarctique. Il entraîne l’existence d’un pergélisol et ne permet aucune agriculture. Le Nunavik est la plus grande région couvrant environ le tiers de la superficie globale du Québec. Aucune liaison routière n’existe entre les communautés du Nunavik et le Québec méridional, ni entre les communautés du Nunavik elles-mêmes. On a accès à cette région et à ses communautés que par avion et par bateau.

Responsibilities

TITRE D’EMPLOI : Agent(e) de relations humaines - Kangiqsualujjuaq

STATUT : Remplacement temps complet temporaire (35 heures / semaine) de 6 mois avec possibilité de prolongation

SUPERVISEUR IMMÉDIAT : Chef de programmes (volet services sociaux)

DÉBUT DE L’EMPLOI : Dès que possible

FONCTIONS :

L’agent(e) de relations humaines exerce des activités de conception, de consultation, d’actualisation, d’analyse et d’évaluation dans un ou plusieurs programmes sociaux. Il réalise des interventions au plan psychosocial dans une philosophie interdisciplinaire et collabore aux différentes étapes de la programmation des activités du service auquel il est assigné et à l’évaluation de la qualité. Il participe aux activités de promotion et de prévention.

FONCTIONS SPÉCIFIQUES :

Assure un service d’accueil psychosocial et de suivi de la clientèle;

Intervient auprès de clientèles aux prises avec différents problèmes sociaux tels que violence familiale, toxicomanie, suicide;

Intervient en situation de crises ;

Assure, à tour de rôle, les services d’urgence psychosocial 24 / 7, incluant la prise des mesures d’urgence selon la Loi sur la protection de la jeunesse ;

Travaille de concert avec l’aide sociale inuite du CLSC;

Collabore et soutien, au besoin, les organismes sociaux de la communauté;

Intervient, en fonction des cas, selon une approche individuelle, familiale, communautaire; - Favorise la multidisciplinarité avec les différents programmes du CLSC : santé mentale, toxicomanie, suicide, soins à domicile, nutrition, centre désigné, SIPPE, etc.;

Travaille à sensibiliser la population et à la mobiliser autour de problèmes sociaux;

Effectuer toute autre tâche connexe à la demande de son supérieur immédiat.

Qualifications

Détenir un diplôme universitaire terminal de premier cycle en service social, psychologie, sexologie, criminologie ou psychoéducation;

En l’absence de candidature d’agent de relations humaines répondant à l’ensemble des exigences du poste, un candidat possédant une technique dans une discipline appropriée (ex. : technicien en travail social ou éducation spécialisée) pourra être considérée. Si un candidat technicien est retenu, l’échelle salariale applicable sera celle répondant à son niveau de scolarité.

Posséder un minimum de 2 ans d’expérience en service social en CLSC;

Maîtrise de l’anglais et du français (parlé et écrit), la connaissance de l’inuktitut est un atout;

Capacité de travailler en équipe multidisciplinaire et intérêt à partager ses connaissances et expériences avec ses collègues;

Sens de l’organisation, initiative et autonomie;

Disponible à voyager à la demande du supérieur immédiat;

Permis de conduire valide.

SALAIRE : Min : 947.80$ Max : 1679.30$ / 35 heures

PRIME D’ÉLOIGNEMENT : 240.25$ / semaine

PRIME VIE-CHÈRE : 102.64$ / semaine

PRIME DE RÉTENTION : 134.15$ / semaine

The Ungava Tulattavik Health Center is located in Kuujjuaq and offers the whole health and social services in the eastern part of Nunavik. Serving seven Inuit communities with an equal number of CLSC, a center for the elderly and the hospital in Kuujjuaq, it employs approximately 1,000 employees : administrators, professionals, doctors, dentists, psychologists, nurses, social workers, support staff, etc.

Nunavik communities are located north of the 55th parallel where a subarctic climate prevails. It implies the existence of permafrost allowing no agriculture. Nunavik is the largest region covering about a third of the total area of Quebec. No road link exists between the communities of Nunavik and southern Quebec, and between Nunavik communities themselves. We have access to the region and its communities by air travel and by boat.

JOB TITLE : Human Relations Officer - Kangiqsualujjuaq

STATUS : Temporary full-time replacement (35 hours per week) for 6 months with possibility of extension

IMMEDIATE SUPERVISOR : Head of Programs (Social Services)

STARTING DATE : As soon as possible

FUNCTIONS :

The human relations officer exercises activities of conceptualization, orientation, actualization, analysis, and evaluation in one or more social programs. He realizes psychosocial interventions with an interdisciplinary philosophy and collaborates at different levels in the programming of activities in the service to which he’s assigned and to the evaluation of quality. He participates in promotion and prevention programs.

SPECIFIC FUNCTIONS :

Provides psychosocial intake and client follow-up services;

Intervenes with clienteles dealing with various social problems such as family violence, drug addiction and suicide;

Intervenes in crisis situations;

Provides, on a rotating basis, 24 / 7 psychosocial emergency services, including taking emergency measures in accordance with the Youth Protection Act;

Works in conjunction with CLSC Inuit social workers;

Collaborates with and supports, as needed, community social agencies;

Intervenes, depending on the case, using an individual, family or community approach; - Promotes multidisciplinary with the CLSC's various programs : mental health, addiction, suicide, home care, nutrition, designated center, SIPPE, etc.;

Works to raise awareness and mobilize the population around social issues;

Performs any other related duties as requested by his / her immediate superior.

REQUIREMENTS :

University degree in social work, psychology, sexology, criminology or psycho-education;

In the absence of a human relations officer who meets all the requirements of the position, a candidate with a technique in an appropriate discipline (e.g. social work technician or special education) may be considered. If a technician candidate is selected, the applicable salary scale will be that corresponding to his / her level of education.

Minimum 2 years' experience in social work at a CLSC;

Fluency in English and French (spoken and written); knowledge of Inuktitut is an asset;

Ability to work in a multidisciplinary team and interest in sharing knowledge and experience with colleagues;

Organizational skills, initiative and autonomy;

Available to travel at the request of immediate superior;

Valid driver's license.

SALARY : Min : 947.80$ Max : 1679.30$ per week

ISOLATION PREMIUM : $240.25 / week

CARGO PREMIUM : $102.64 / week

RETENTION PREMIUM : $134.15 / week
