The Role

We are looking for a dedicated individual to join our team as a Director, Regulatory. Reporting to the Executive Vice-President, Chief Financial Officer, this position plays a key role in leading the company's regulatory function by developing and executing regulatory strategy, rate applications, regulatory filings, compliance activities, reporting, analytics, and stakeholder engagement. The Director provides strategic advice to Executive and Senior Leadership, ensuring regulatory requirements are integrated into corporate strategy, capital planning, business planning, budgeting, forecasting, and risk management. The role represents the organization in regulatory proceedings and industry forums, builds strong relationships with key regulatory and industry stakeholders, and helps the organization navigate evolving regulatory requirements, industry trends, and policy changes.

This is an on-site position located at 1340 Brant Street, Burlington. Burlington Hydro offers eligible employees the flexibility to work remotely one (1) day per week as part of our Hybrid Work from Home Program. This job posting represents an existing vacancy.

What You Will Do

  • Lead, direct, plan and manage the regulatory function to ensure maximum value is delivered to customers and the shareholders, including the development of regulatory strategy, analysis, rate filings, policies, procedures, rate models, forecasts and other high-quality evidence in the discharging of responsibilities
  • Provide strategic, expert advice to Executive and Senior Leadership on regulatory matters, industry trends, policy changes and their implications for the company’s strategy, capital planning, business planning, risk management, financial sustainability and operations.
  • Lead the design, development and execution of complex, multi-year regulatory strategies and major rate application workplans, including Cost of Service and other regulatory applications, interrogatory responses, settlement activities, hearing preparation, and related evidence
  • Represent Burlington Hydro in rate application, regulatory compliance and similar proceedings, including acting as or supporting the senior regulatory witness, and ensuring the organization is represented professionally and effectively
  • Work collaboratively with Finance and other departments to prepare and manage regulatory filings, annual reporting and record-keeping requirements, rate models, supporting analysis, regulatory reporting and evidence required by the OEB and other applicable bodies
  • Determine distribution revenue requirements and rates to recover costs of operations, capital, taxes, and shareholder return, including supporting analysis related to rate design, cost allocation, load forecasts, rate base and regulatory accounts
  • Provide recommendations for the implementation of codes and regulations of the Ontario Energy Board (OEB), the Ministry of Energy and Mines, the Independent Electricity System Operator (IESO) and all other codes and regulations enacted, through active participation and representation on all essential working groups, establishing and maintaining industry contacts, and monitoring industry issues and regulatory developments
  • Provide compliance leadership by overseeing regulatory control functions, monitoring compliance obligations, supporting business alignment with changing laws and regulations, and ensuring regulatory compliance activities are aligned with strategic priorities
  • Provide effective people leadership by fostering a safe and positive work environment, supporting employee development and performance, promoting positive labour relations, and overseeing departmental planning, staffing, budgeting, and resource allocation
  • Maintain current knowledge of all relevant guidelines, policies, procedures, and regulations, including but not limited to the Electricity Distribution Rate Handbook, the Retail Settlement Code, the Distribution System Code, the Standard Supply Service Code, the Affiliate Relationships Code, OEB filing requirements, IESO Market Rules, and Electricity and Demand Side Management Guidelines
  • All other duties as assigned

What We Are Looking For

  • Post-secondary degree in Business Administration, Accounting, Commerce, Finance, Economics, or a related field; a graduate degree is considered an asset
  • Minimum ten (10) years of progressively responsible experience leading regulatory functions within the electricity distribution, utility, or other regulated industry, including at least five (5) years in a senior leadership role
  • Experience leading a major rebasing or Cost of Service rate application for a regulated utility is considered an asset
  • A professional designation such as CA, CGA, CMA, or CPA is considered an asset
  • A Regulatory Specialist certificate is considered an asset

What You’ll Need to Be Successful

  • Strategic regulatory thinking, with the ability to connect regulatory strategy to corporate strategy, capital investment planning, business planning, risk management and long-term financial sustainability
  • Sound knowledge of Ontario Energy Board (OEB) regulations, processes, precedents, codes, policies, record keeping and reporting requirements, and rate application filing requirements, as well as knowledge of Independent Electricity System Operator (IESO) wholesale market processes applicable to regulated electricity distributors
  • Regulatory analytics capability, including the ability to interpret models, forecasts, studies, regulatory evidence, reporting requirements and supporting analysis
  • Strong financial planning, budgeting, forecasting, and variance analysis skills
  • Excellent verbal and written communication skills, including evidence preparation, report writing, and presentations to diverse audiences
  • Strong analytical, problem-solving, and critical thinking abilities, including legal, financial, and political analysis
  • Ability to manage multiple priorities and meet reporting deadlines
  • Effective relationship management and stakeholder engagement skills
  • Demonstrated leadership, mentoring and coaching skills, with the ability to lead, influence, motivate and provide clear direction to staff and cross-functional teams
  • Strong organizational, project management, and change management capabilities
  • Proficiency in financial systems, reporting tools, and Microsoft Office applications
