Job description
Scope of Position :
To direct and oversee staff and contractors, and participate in road maintenance activities required during the night shift of the winter control season to ensure the County’s road network is in compliance with maintenance standards.
Duties and Responsibilities :
To conduct road allowance inspections, documenting road surface conditions, weather / driving conditions, conditions of various roadway infrastructure and identifying maintenance requirements and needs.
To select and coordinate setup of traffic control plans and identify job site hazards.
Accountable to follow the overtime call out procedure and process
To provide direction to staff and contractors and participate in maintenance and construction activities within the road allowance including but not limited to the following,
Plowing, salting and sanding of roads, sidewalks and municipal parking lots
Removal of snow banks along roads in the downtown cores
Sweeping of intersections, roads, sidewalks and parking lots
Repair and resurfacing of various road surface types
Grading of gravel shoulders and addition of granular material
Repair, replacement and installation of guide cable and rail systems
Roadside grass mowing and maintenance of vegetation, brush and trees within the road allowance
Maintenance and installation of roadside ditches and repair, replacement and installation of entrance culverts and road crossing culverts
Repair, replacement and installation of regulatory, warning, construction and information signs
Maintenance and installation of catch basins, manholes and storm sewers
Maintain, repair and replace curb / gutter and sidewalks
Inspect street lights and traffic lights
To complete required documentation, daily foreperson reports, daily journal, roadway inspection forms, vehicle and equipment circle checks, driver’s record of time, traffic control plans, tailgate safety talks, material usage reports, record of contractor hours, winter event summaries, vehicle fault report forms etc.
To investigate and respond to public complaints / inquiries in a timely, informative and professional manner.
To promote and practice safe working habits and comply with Norfolk County policies and procedures as well as the Occupational Health and Safety Act and Regulations.
Identify locations where maintenance work is required
Assist in orientation, training and development of staff
Procurement of materials and supplies, hand and power tools, rental equipment and contractors as needed
Ensure maintenance and construction projects are completed within acceptable standards, on time and within budget
Maintain the storage and organization of materials, tools, vehicles, equipment including cleanliness and general upkeep of roads operations yards and facilities
Maintain hand and power tools, equipment, vehicles in a safe working condition and good repair
Perform other duties as assigned
Requirements
Knowledge and Experience :
Grade 12 plus Ontario Good Roads Association courses, Mahony Road School – Maintenance and Construction Sections or able to achieve within 1 year from date of hire
Over five years related experience
Province of Ontario Class DZ Drivers Licence and access to a reliable vehicle
Skills and Abilities :
Good understanding of Minimum Maintenance Standards for Municipal Highways and Hours of Service legislation
Knowledge of traffic control operations and Ontario Traffic Manual Book 7, Temporary Conditions – Field Edition
Solid working knowledge of road construction and maintenance materials, vehicles, equipment, tools and activities
Good oral and written communication skills
Proven planning and coordination skills for scheduling work, dealing with shifting priorities and meeting deadlines
Proven leadership ability and interpersonal skills
Computer expertise in corporate standard software (Microsoft Office) and department specific software to data search and entry and to create and modify word processed documents
Must be aware of safe work practices as they relate to job responsibilities and work environment, and have a basic understanding of the Occupational Health and Safety Act
