POSITION SUMMARY

Under the direction of the Director of Children and Families, the Senior Policy Analyst will take a lead in overseeing policy development and research including planning and implementing policies and programs, provide strategic and policy advice and solutions. The Senior Policy Analyst will also manage and implement various projects and initiatives by leading proposal development, implementation, and evaluations.

KEY ACTIVITIES

  • Applies comprehensive knowledge of the Assembly of Manitoba Chiefs (AMC) and First Nations Family Advocate Office (FNFAO) mandate and objectives in order to develop policy options and alternatives that are aligned with the AMC-FNFAO goals;
  • Lead, coordinate and participates in project and policy development for the FNFAO including guiding and overseeing policy and research, communications, legal services and the restoration of First Nations jurisdiction over children and family’s initiatives;
  • Support and inform various research projects with partnered organizations and/or entities;
  • Monitor and analyze the current provincial Child and Family Services (CFS) landscape and its effects on First Nations children, families and Nations;
  • Provide expertise advice as it relates to provincial and federal government legislation and bills pertaining to First Nations and provide an in-depth analysis on its implications;
  • Network and build relationship with external and internal organizations of the FNFAO to determine needs, concerns, and viewpoints and to compile pertinent information;
  • Identify policy issues, conduct research and prepare recommendations as it relates to government legislation and First Nations in the CFS system;
  • Translate complex issues into plain language and collaborate with other internal staff;
  • Provide technical support to the First Nations Family Advocate, First Nations Leadership, and AMC as it relates to children and families, and Child and Family Services;
  • Train new policy and research staff on AMC and FNFAO procedures and policies, including writing style and documentation to ensure effective productivity;
  • Direct and assign various tasks and duties to the Policy and Research team;
  • Review the research, recommendations and drafts documents developed by other FNFAO staff;
  • Review and approve internal and external correspondence before release;
  • Respond and develop communications material as it relates to News Release and Media Correspondence;
  • Develop high quality documentation including correspondence, reports, briefing notes, presentations and other documents;
  • Draft proposals, budget, and workplans on behalf of the FNFAO;
  • Extract information from the FNFAO data base system and apply statistical methods and techniques to develop analytical information;
  • Establish a trusting relationship with staff through clear communication and team work;
  • Provide presentations on the FNFAO, CFS matters and issues internally with the AMC- FNFAO and to external organizations as directed;
  • Attend meeting and speaking engagements on behalf of the First Nations Family Advocate as directed;
  • Prepare documentation for meetings and identify action items that pertain to the goals and objectives the FNFAO;
  • Be available after hours and on-call to respond to urgent matters; and
  • Other duties as assigned.

QUALIFICATIONS

  • Bachelor of Arts or Bachelor of Social Work or a related discipline and/or a related equivalent demonstrated experience;
  • Knowledge of First Nation issues pertaining to children and families;
  • Knowledge of federal and provincial initiatives related to child welfare;
  • Knowledge of AMC initiatives related to children and families;
  • Knowledge of First Nation people, culture, history, treat and inherent rights;
  • Experience working with First Nations and First Nations organizations or entities;
  • Excellent verbal, written, inter-personal communication and presentation skills;
  • Demonstrate ability to provide analytical supports while managing multiple projects and deadlines;
  • Experience managing complex projects and assignments;
  • Demonstrated ability to work in rapid evolving environment;
  • Demonstrated ability to meet tight time constraints to meet deadlines with high quality work;
  • Knowledge of statistical methods, techniques and information to develop analytical frameworks;
  • Knowledge of First Nations research methods and procedures;
  • Proficient use of Microsoft Office software, Word, Excel and Outlook;
  • Be able to follow office practices, procedures and confidentiality;
  • Applicants to provide criminal record and child abuse registry checks;
  • Ability to work flexible hours and be able to travel upon request; and
  • Possess a valid driver’s license and reliable vehicle.
