Within Bridges and Materials Branch, the Materials side secures and manages the Ministry’s aggregate assets, as well as providing materials, surfacing, testing and geotechnical engineering expertise to the Ministry and other stakeholders. This director manages the aggregate and geotechnical functions.
The Opportunity
We are on the lookout for a dynamic and forward‑thinking leader to guide the province’s Aggregate and Geotechnical programs—critical components that keep our infrastructure strong, resilient, and built for the future.
In this senior leadership role, you will guide a multidisciplinary team of engineers, geoscientists, and technicians who support the province’s transportation infrastructure. You will shape strategic direction, provide high‑level technical expertise, and oversee key programs that influence the planning, design, and long‑term performance of the transportation network. This role offers the chance to collaborate closely with partners across government, industry, and communities to deliver safe, sustainable, and innovative infrastructure solutions. This permanent full‑time opportunity is based in Saskatoon, Regina, or Prince Albert, Saskatchewan.
As the Director of Aggregate and Geotechnical, you will:
- Lead the provincial aggregate program, including exploration, development, re‑testing strategies, and source disposition.
- Work closely with Design, Construction, and Operations teams to anticipate resource needs and overcome technical challenges.
- Build and maintain strong relationships with regulatory agencies.
- Lead the Duty to Consult processes with First Nations and Métis communities for aggregate.
- Oversee the Geohazard Risk Management Program and help safeguard provincial infrastructure.
- Oversee procurement for testing, advisory services and manage budgets.
- Ensure provincial standards and processes remain current and effective.
- Engage with landowners, municipalities, Indigenous communities, regulators, contractors, and consultants.
Ideal Candidate

- Excellent analytical and problem‑solving abilities, including defining issues, evaluating information, and determining effective solutions.
- Clear and effective communication skills, both written and verbal, tailored to diverse audiences such as consultants, communities, ministries, and stakeholders.
- The ability to build and maintain positive working relationships, address concerns, and foster collaboration.
- Strong organizational skills to manage multiple complex tasks and shifting priorities.
- Proficiency in preparing reports and using digital tools such as word processing, spreadsheets, databases, and online platforms.
- Experience facilitating group processes to achieve consensus and shared outcomes.
- Demonstrated ability to work both independently and within a team environment.
- Extensive knowledge of engineering concepts, principles, and standards related to transportation infrastructure.
- General knowledge of budgeting, forecasting, project management, asset management, operations, maintenance, and human resources.
- Familiarity with relevant legislation, including:
·The Highway and Transportation Act
·The Highway Traffic Act
·The Cities Act
·The Municipalities Act
·The Occupational Health and Safety Act
Typically, the knowledge for this position would be attained through:
- A degree in Engineering or Geology;
- Eligibility for registration as a Professional Engineer, Professional Geoscientist, or Limited Licensee with APEGS; and
- Several years of progressively responsible experience in highway design, construction, contract administration, and procurement.
- An equivalent combination of education and work experience may be considered.
