Job description

Job Description

WSP is currently seeking a Strategic Pursuits Manager for our Transportation & Infrastructure business line. Working within our Strategic Pursuits and Alternative Project Delivery group (SP+APD), this position will support implementation of strategic initiatives and manage the win cycle (Capture Management, Expression of Interest (EOI), Statements of Qualifications (SOQs), Requests for Qualifications (RFQs), Requests for Proposal (RFPs)) of major opportunities. The Strategic Pursuits Manager is an internal client‑facing role where you will be mentored and empowered to own the development of major project pursuit programs, interfacing with internal and external stakeholders such as engineering joint‑venture partners, subconsultants, and design‑builders to develop winning proposals.

Reporting to the Strategic Pursuits Director of SP+APD, this is a pivotal role with high visibility within the organization. The role will assist in developing broader operational excellence activities, including processes, procedures, platforms, and systems, and will develop relationships with internal stakeholders including corporate services, marketing, commercial, and operations to gather requirements, establish workflows, and maintain communication.

As a member of the Transportation & Infrastructure business line, you will be given opportunities to apply your skills and experience on some of WSP’s largest and most complex projects across a wide variety of sectors (including bridges, highways & roads, rail & transit, water & wastewater, aviation, and ports & marine). You will be challenged to manage multiple priorities, meet tight deadlines, and provide high quality support. This opportunity is located in Canada.

  • Enhance the world around you – from the environment to infrastructure, WSP is the fabric of Canada.
  • Outstanding career opportunities – growing, innovating, and encouraging new ideas.
  • A phenomenal collaborative culture filled with genuinely good people performing humbly important work.

What you can expect to do here

  • Coordinate implementation of strategic initiatives with the Strategic Pursuits Director, SP+APD.
  • Manage the win cycle of Major Projects from developing capture strategy, negotiating schedules, and articulating win themes, to coordinating internal and external stakeholders.
  • Review and track requirements to ensure compliance with Bid guidance documentation.
  • Develop content (including writing, proofreading, and formatting) and manage input from technical subject matter experts.
  • Create work plans, delivery schedules, arrange and facilitate meetings and workshops, develop meeting agendas, answer critical correspondence, and collect lessons learned.
  • Maintain SP+APD content libraries with historic project information, past submittals, statistics, and lessons learned.
  • Participate on internal and client bid management committees and colour reviews (Pink, Red, Gold) to relay critical information, deliver updates, and manage expectations.
  • Collaborate with stakeholders across the organization, including senior management, shared services, and multidisciplinary technical teams.
  • Maintain good working relationships with internal and external stakeholder groups that support strategic initiatives.
  • Research, capture, and analyze industry intelligence (opportunities, competitors, partners) to develop and improve processes, procedures, and best practices.
  • What you’ll bring to WSP

  • Five or more years of experience in proposal development or a similar environment; preference for those with experience in Engineering Consulting or Professional Services firms.
  • Understanding of Alternative Delivery contact models (Design‑Build, Public Private Partnership, Progressive Design‑Build, Progressive P3, Alliance, and IPD) is desirable.
  • Bachelor’s Degree or equivalent work experience in project management, construction management, engineering, finance, or a relevant field.
  • Strong project management skills, prioritisation, scheduling, and coordination of multiple concurrent projects.
  • Strong interpersonal skills for continuous interaction with team members, project leadership, and external clients / stakeholders.
  • Strong written and verbal communication, including editing and proofreading abilities.
  • Strong analytical and strategic thinking skills.
  • Proficiency with Microsoft Office suite, SharePoint, and cloud‑based technology; Adobe Suite is an asset.
  • APMP, PMP, or similar designation is an asset.
  • Knowledge of SharePoint document management is an asset.
